COVID Pandemic: the City’s response to support vulnerable populations

Since March 2020, the City and its provider partners have worked tirelessly to ensure continuity of essential in-person services for people experiencing homelessness. Moreover, we focused on expanding system capacity and increased safety measures for people who are homeless and most at-risk. This came amid a nationwide lack of actionable safety information and necessary protective supplies.

One crucial action early in the pandemic was the establishment of the Working Group for Economically Vulnerable Populations, allowing the departments within Health and Human Services (HHS) to more effectively coordinate with other departments, providers and stakeholders that play vital roles in this response. This report documents the efforts of the entire Working Group.
