What we do

The Mayor’s Office of Pan-Hellenic, HBCU, & Fraternal Organization Engagement partners with leaders across the region to make Philadelphia safer, cleaner, and greener.

Pan-Hellenic organizations, Historically Black Colleges and Universities (HBCUs), and fraternal service organizations all have rich legacies of leadership, service, and education. Our partners include local leaders from:

Mayor Cherelle L. Parker convened the Office to lead initiatives that support critical community needs. By working in partnership with these groups, the City can create positive change and empower young Philadelphians. Our work will focus on promoting resources and engagement around topics like education, financial literacy, health and mental wellness, and mentorship.

Evelyn Sample-Oates, Co-Chair
Evelyn Sample-Oates

Evelyn Sample-Oates, a lifelong Philadelphian, is often described as a bridge builder, a motivator, a mover and shaker, a person of resource, the consummate advocate for the voiceless and ambassador for the hopeless. She is one of the “Go-To” people in Philadelphia to get the job done according to the Philadelphia Tribune newspaper.

She is a Lifetime member, Silver Star, and Charter member of Omega Mu Omega Chapter of Alpha Kappa Alpha Sorority, Inc. in Philadelphia, PA. She was initiated into the sorority in 1984 as a freshman in college at the American University, Washington, DC. In 2006, Evelyn was elected to serve on the International Board of Directors for Alpha Kappa Alpha Sorority, Inc. as the Centennial North Atlantic Regional Director, the founding region of the sorority.

In July 2010, Evelyn was appointed to serve as the 7th International Regional Director by the 28th International President, Attorney Carolyn House Stewart. On November 24, 2013, Alpha Kappa Alpha made history and chartered the first chapter in South Africa covering the cities of Johannesburg, Pretoria and Soweto. Under her leadership, this was the first sorority chapter of any kind established in the country.

Professionally, she is the Senior Vice President of Communications, Marketing and Policy for O.I.C. of America. A national Non-Profit organization that focuses on economic empowerment through education and job training. She oversees all direct initiatives that deal with communications, government affairs and community convening.

Evelyn serves on The National Board of Trustees for the Boys & Girls Club of America. She is deeply involved in community service and serves on several boards. Her awards and honors are numerous, and her appreciation is endless, because she lives her life knowing, “That to Whom Much is Given, Much Is Required.”

She is a proud graduate of the American University in Washington, DC where she received her degree in Broadcast Journalism with a minor in Business Administration. She has been married for 24 years to Dr. Patrick Oates. Her biggest, brightest, and proudest accomplishment to date is being the mother of two wonderful children: her legacy Andrea-Rose a Senior at Syracuse University and her son, John-Patrick, an-early admit Freshman at Virginia Tech University.

Eric Williams

Eric Williams was born and raised in Philadelphia, Pennsylvania, where he was educated in the Philadelphia public school system and graduated from Central High School, Class of 1985. He attended Drexel University and later earned a Bachelor of Science degree in Business Management from the University of Phoenix.

Eric has built a distinguished career as a Senior Design Consultant with Anthony Sylvan Pools, where he has served for more than 38 years. Throughout his tenure, he has consistently ranked among the company’s Top Ten performers, earned recognition as a member of the President’s Club, and received the organization’s highest honor, National Design Consultant of the Year. In addition to his professional career, he manages the daily operations of Moneric Group LLC, a beach resort property management company established in 2025.

Eric is also an elected officer of the Most Worshipful Prince Hall Grand Lodge of Pennsylvania, currently serving as the Right Worshipful Deputy Grand Master. He is a proud member of the Nu Upsilon Chapter of Omega Psi Phi Fraternity, Inc. Eric also sits on the board of the Absolum Jones Foundation. For more than 20 years, he has remained deeply committed to community service throughout Philadelphia and surrounding areas, supporting initiatives such as food distribution programs, anti-violence demonstrations, neighborhood security canvassing, and youth mentoring.
