The Philadelphia Department of Labor published its Labor Policy & Compliance Report for January through June 2026. This report is published two times a year.

The report shows how the City enforced worker protection laws, how much money we recovered for workers, and how we supported fair workplaces. Our team collects data on unpaid wages, sick leave, fair workweek, fair pay for workers on City-funded projects, and more.

Highlights

  • We received 383 complaints, most for wage theft (258)
  • We found 96 violations, the majority (81) for prevailing wage violations on City-funded contracts
  • We recovered $230,236.44 in damages for Philly workers
  • Employers paid $29,900.00 in fines for violations
  • Our outreach team of two staff reached 23 zip codes through 51 public events
  • We fielded 346 calls and emails, including 158 on wage theft, 72 on sick leave, and 41 on fair workweek
