In support of National Infrastructure Week, the Infrastructure Solutions Team (IST) is excited to present the sixth edition of the Procurement Forecast. This edition features 250 contracting opportunities across 12 departments and agencies.  Together, these opportunities total more than $1 billion in anticipated investments across the City over the next 12–18 months.  Projects include roads and bridges, public transportation, water systems, and climate resilience work.

The Procurement Forecast helps businesses compete for City contracts. It provides them the time needed to secure financing and prepare competitive proposals. Sharing these opportunities in advance, the Procurement Forecast increases access while improving transparency. This helps to support the City’s mission to create economic opportunity for all. The forecast is recognized as a best practice by the Partners for Public Good (PPG) and Equity in Infrastructure Project (EIP).

The following departments and agencies are featured in the Spring 2026 Procurement Forecast:

City departments include:

  • Aviation Department (PHL/PNE)
  • Capital Program Office
  • Department of Streets
  • Department of Planning and Development (DPD)
  • Office of Innovation and Technology (OIT)
  • Office of Transportation and Infrastructure Systems (OTIS)
  • Office of Sustainability (OOS)
  • Parks and Recreation
  • Philadelphia Water Department (PWD)

Non-City agencies include:

  • Philadelphia Energy Authority (PEA)
  • Philadelphia Gas Works (PGW)
  • SEPTA

IST was established to create wealth-building opportunities for Philadelphians. These opportunities made possible through the strategic use of infrastructure investments. Our work focuses on two main priorities: workforce development and business participation. We work to expand business participation by increasing opportunities for businesses historically underutilized. To simplify, businesses are able to compete for and secure City contracts. We also support workforce development. This works by ensuring infrastructure workers across all fields reflect Philadelphia’s population.
