PHILADELPHIA, PA— Rebuild Philadelphia, Councilmember Michael Driscoll (6th District), City and State officials, Community Ventures, and Tacony residents broke ground on an $8 million renovation project at Joseph F. Vogt Playground and Recreation Center, launching a major investment to modernize the 60-year-old site and improve safety, accessibility, and quality of life for neighborhood families.

Funded through the City’s Rebuild program, with additional support from the Pennsylvania Department of Community and Economic Development’s Greenways, Trails and Recreation Program, the project will deliver critical upgrades to both the facility and the surrounding site.

“We are making real investments in the spaces families rely on every day,” said Mayor Cherelle L. Parker. “Through Rebuild, we are transforming recreation centers like Vogt into safe, more modern, and more accessible places where young people can grow, families can gather and communities can thrive.”

Vogt Recreation Center, a 15.8-acre site built in 1965, has served generations of Tacony residents. The project reflects extensive community input and will position the facility to serve as a community hub for decades to come, where community members can connect while learning to swim, play basketball, hockey, softball, make ceramics, and more. Built in 1965, the updates at Vogt will reflect the vision of the Tacony community in Northeast Philadelphia.

“Generations of Tacony residents have grown up and made lifelong memories at Vogt,” said Councilmember Michael Driscoll (6th District). “With these upgrades, our City is renewing its promise to Tacony, ensuring the next generation can enjoy this space that means so much to this community.”

This project received $190,000 in additional funding from the Pennsylvania Department of Community & Economic Development Greenways, Trails and Recreation Program (GTRP) to support the renovation.

“This investment at Vogt Recreation Center is about delivering real results for our community and making sure families have safe, modern, and accessible spaces they can rely on,” said Pennsylvania State Senator Tina Tartaglione (2nd District). “I was proud to advocate for state funding to help move this project forward, because these investments strengthen neighborhoods, support our children, and improve quality of life. Vogt has been a cornerstone of this community for generations, and these upgrades will ensure it continues to serve families for many years to come.”

Totaling over $8 million, the renovations at Joseph F. Vogt Playground and Recreation Center include:

Building Improvements:

  • New roof, windows, security cameras, and lighting
  • New HVAC, electrical, and mechanical systems
  • New interior finishes and furniture
  • ADA upgrades, including building access and restrooms

Site Improvements:

  • New playground equipment and safety surfacing
  • New benches, picnic tables, and trash/recycling receptacles
  • New trees and landscaping
  • Exterior site signage

“Recreation centers are much more than public spaces. For some Philadelphians, they serve as lifelines, a second home,” said Aparna Palantino, Deputy Managing Director, Capital Program Office. “The improvements we’re making reflect both the community’s input and the City’s commitment to create clean, safe, and accessible spaces for all residents.”

“This is about making Vogt work better, every day, for the children, parents, and families who rely on it,” said Susan Slawson, Commissioner, Philadelphia Parks & Recreation. “These improvements will make the space more comfortable, accessible, and welcoming year-round, with refreshed interiors, improved entrances, and a new playground, helping to open a new chapter for this beloved community.”

“It has been our pleasure to work with neighborhood residents, the City, and our design team, and we are excited to see these improvements at Vogt,” said Troy Hannigan, Executive Director, Community Ventures. “We look forward to standing here again after construction is complete to cut the ribbon!”
