The City of Philadelphia’s Office of Innovation and Technology (OIT) is proud to announce the launch of The Power Up Tech Corps, a new volunteer program designed to empower residents with the digital skills they need to thrive in today’s connected world.
Bridging the Digital Divide, One Volunteer at a Time
The Power Up Tech Corps will place volunteers at community hubs across Philadelphia, including recreation centers, libraries, and community sites to support residents in developing essential digital skills. Whether it’s helping someone navigate online job applications, access social services, or connect with loved ones, Power Up Tech Corps volunteers will be on the front lines of digital empowerment.
Who Can Join?
The Power Up Tech Corps is open to two cohorts:
- Youth volunteers (ages 14–17)
- Adult volunteers (ages 18+)
Volunteers may serve as:
- Computer lab monitors
- Classroom aides supporting City Digital Navigators
- Digital skills instructors using OIT’s curriculum

Expanding OIT’s Digital Equity Programs
The Power Up Tech Corps will complement and expand the reach of OIT’s existing digital equity initiatives, including:
Digital Navigator Network
A team providing one-on-one support to help residents access and use technology. This includes helping households enroll in Comcast’s Internet Essentials program, which offers low-cost broadband for eligible families, and distributing free mobile hotspots to those who need reliable internet access at home. These resources are game changers for residents who may otherwise be disconnected from essential online services, education, and employment opportunities.
Philly Free Wi-Fi
Free high-speed internet and public Wi-Fi available at many city buildings and locations.
Digital Skills Classes
Free classes offered by Digital Navigators at select recreation centers.
The Power Up Tour
Monthly laptop giveaway events hosted in partnership with City Council members and community sites.
Training and Growth for Volunteers
Before placement, Tech Corps members will undergo screening, orientation, and training with OIT staff. Volunteers will also benefit from professional development opportunities, including:
- Digital badges and certificates
- Networking and engagement events
- Career-building experiences in tech and community service
In its pilot year, OIT aims to place over 30 volunteers at more than 10 partner sites, including Free Library branches, Parks and Recreation Centers, adult education providers, and community sites.
