The Charity Water Rates and Charges Discount program is great for non-residential water accounts for charitable organizations. You get a flat 25 percent discount on your bill if you’re a qualifying charity, a place of religious worship, a nonprofit hospital, a school, or a university.

Philadelphia offers several tax and bill affordability programs to its residents. But help is also available for organizations serving our communities. The goal is to ensure that they, too, can continue to keep their water flowing and avoid falling behind on their payments. With this relief, organizations can focus on their mission and keep serving Philadelphians without worrying about overdue bills.
Do you qualify?
You can get the discount on properties that aren’t residential, like:
- Public or private schools,
- Places of religious worship, like churches, synagogues, and mosques, and
- Community gardens

Before you apply
You’ll need some supporting documents. For example, if you’re applying as a religious institution, you must submit information about your organization’s website, service schedules, or other documentation. Submit this proof along with your application. Find out what you need to apply on our website.
Multiple ways to apply
You can apply in several ways, but by email is the fastest. Just fill out this application form and email it to WaterCharityHelp@phila.gov. Scan copies or take pictures of all your proof documents and send them along with your application.
