Good news: Philadelphia homeowners can now apply for multiple property tax relief programs using a single, streamlined application. We’ve merged five relief applications into one to simplify the process for you.
The five-in-one combined application covers the following programs:
- The Homestead Exemption, which lowers your tax bill by up to $1,399 a year. Visit phila.gov/homestead to learn more.
- The Longtime Owner Occupants Program (LOOP), which caps your home’s assessed value and limits future tax increases. Get more information at phila.gov/loop.
- The Low-Income tax Freeze, which locks your annual Real Estate Tax bill at the previous year’s amount, regardless of changes in your home’s valuation or tax rate. For example, we’re freezing 2026 bills at the 2025 amount. If your property’s value or tax rate drops, we’ll freeze your bill at the new, lower amount. You can find out more at phila.gov/tax-freeze.
- The Senior Tax Freeze, which freezes your bill at the amount from the first year you became eligible. Like the Low-Income Freeze, the Senior Freeze also adjusts if the value or tax rate decreases. Learn more at phila.gov/tax-freeze.
- The Real Estate Tax Installment Plan, which lets you pay your current bill in affordable installments—without interest or penalties—instead of a lump sum. It’s open to all seniors, regardless of income, as well as low-income homeowners. You can learn more at phila.gov/revenue/installment-plan.
Use the combined application to apply to all five programs! Whether you’re a senior, low-income homeowner, long-term owner or just can’t afford your entire bill at once, the combined application is for you.
You no longer need to submit separate paperwork for each program. It only takes one application to reduce your bill or pay it in affordable installments!
The best part? You don’t have to reapply unless your deed changes, like when you refinance or add someone to your deed. You’ll stay enrolled for as long as you live in your home as your primary residence.
How do I find the combined application?
It’s on the Philadelphia Tax Center. Go to tax-services.phila.gov and enter your address in the “Search for a property” panel. Use the site’s “Ver en Español” feature to access the application in Spanish.
Are all five programs now due at the same time?
No—each program has its own due date and eligibility requirements. There’s also a difference in how much you can save with each program. Nevertheless, the combined application reduces the steps you have to take to get relief. It removes certain barriers to getting relief, like paperwork and complicated processes.
Philadelphia is always looking for ways to enroll as many homeowners in relief programs as possible. The goal is to make sure qualifying residents save on their bills and stay on top of their taxes.
