Did you know you can still apply for the Low-income Real Estate Tax Freeze for 2025? Legislation passed by City Council in June extended this year’s application deadline to September 30! The legislation also made September 30 the program’s official deadline—the same deadline as the Senior Citizen Tax Freeze.
This gives homeowners more time to take advantage of this important relief program. It also gives the Department of Revenue the opportunity to raise awareness and reach as many qualifying homeowners as possible. January 31 was the original deadline.
FREEZE your bill
Here’s your chance to lock in your property tax bill and pay the same amount every year. Enroll before September 30, and we’ll freeze your 2025 bill at the 2024 amount! This applies to the 2025 bill that was due on March 31 and future bills.
Want more discounts? You can get both the Low-income Tax Freeze and the Homestead Exemption! That way, Homestead lowers your bill, and the Low-income Tax Freeze “freezes” it. You’ll always get the lowest bill, even if the value of your house or the tax rate goes up.
See if you qualify
There’s no age limit for the Low-Income Tax Freeze, but you have to meet these income requirements:
- Have a total annual income of $33,500 or less for a single person; or
- $41,500 or less for a married couple.
You can apply even if you have a mortgage!
It only takes one application to lock in your bill
You can sign up in multiple ways, but signing up online is the best option. It speeds up processing and prevents errors. You don’t need a username and password:
- Go to tax-services.phila.gov
- Look for the “Search for a property” hyperlink in the “Property” panel on the landing page.
- Enter your address and follow the prompts.
When you’re enrolled, you don’t have to reapply unless you make changes to your deed, like adding someone or refinancing.

The Low-income Tax Freeze was created in 2024:
- To keep qualifying homeowners’ Real Estate Tax bills down, and protect them from future increases.
- Making property taxes more affordable for vulnerable homeowners, and
- Keeping homeowners in their homes even as home values and property taxes go up.
