My name is Vicky Heliodoro and this summer I was given that opportunity when I began working as an MIP Intern in Employee Engagement Infrastructure & Operations (EEIO), within the Office of the Chief Administrative Officer (CAO). This team is dedicated to empowering City employees with the tools, resources, and support they need to thrive.
As a current senior at Temple University, I’ve spent the last three years living in, adjusting to, and growing to love the City of Philadelphia and its diverse population. It’s become more than just where I go to school – it’s now my home. Just as the city has helped me grow, I now strive to return the favor and aim to be more than just a resident. I want to be part of shaping a stronger more connected community.
I joined the program eager to peek behind the curtain of city government, and what I discovered was that it takes a lot more than what I could have imagined. I’ve uncovered a dynamic, intricate system of people, each with their own story, expertise, and impact. Over the past ten weeks, I’ve had the privilege of connecting with professionals from departments across the city, gaining a deeper understanding of how diverse talents and collaboration keep Philadelphia running strong.
Being part of the EEIO department gave me first-hand experience in employee engagement. I joined a team that champions the growth and well-being of our city’s public servants and learned the importance of ensuring those who do the work are also recognized and provided the tools to continuously grow. Whether it was supporting new initiatives, contributing to inclusive workplace projects (such as enhancing lactation spaces for new mothers), or helping plan employee appreciation events, I was proud to play a small role in work that uplifts others.
As someone who’s always been passionate about helping people, this experience reminded me that real, lasting change doesn’t just happen in policy – it starts with the people behind it. I’ve seen how critical it is to support those who serve the community, and I’m leaving this internship inspired by the care and intentionality my team brings to that mission.
The EEIO team welcomed me with open arms, shared their wisdom generously, and challenged me to grow. As I head into my final year of college, I take with me a deeper understanding of public service, new professional skills, and a renewed sense of purpose. I’m deeply grateful for the people I’ve met, the lessons I’ve learned, and the opportunity to grow alongside the City of Philadelphia this summer.
