The Office of Human Resources is proud to launch HR University, a new professional development experience designed exclusively for the City of Philadelphia’s human resources professionals.
HR University is designed to enhance HR skill levels, create consistency in the application of HR practices, and prepare those ready to grow their careers in human resources within City government. The program is organized into two colleges: Human Resources Foundations and Human Resources Managers’ Courses.
Now launching: Human Resources Managers’ courses
We kicked things off with the launch of the Human Resources Managers’ Courses, a mandatory program for all City HR professionals in the HR Manager role and above. Participants are required to attend all four full-day sessions, which will equip them with critical leadership, compliance, and communication skills essential to managing HR functions effectively and ethically.
Course topics include:
- Accountability in HR Leadership
Focus areas: Leading self, maintaining high HR standards, performance management, and clear communication.
- Effective Communications for HR Leaders
Develop strong communication skills through critical conversations, conflict management, providing feedback, and active listening.
- Ensuring Compliance in HR Operations
Topics include policy implementation, risk management, employment and civil laws, and internal City policies.
- Managing Senior Leaders
Explore strategies for upholding HR integrity, navigating diplomacy, and having critical conversations with senior leadership.

The second track, Human Resources Foundations, is designed for HR professionals in non-managerial roles. These courses provide essential training and foundational knowledge necessary for success in City HR roles. More information about the launch will be shared in the coming weeks.
