Finding a safe and affordable home is challenging for many Philadelphians. Finding the money to cover moving costs is an additional difficulty.
The City of Philadelphia and PHDC are bridging the financial gap through FreshStartPHL, a program providing financial assistance to cover move-in costs for eligible applicants. FreshStartPHL will cover the equivalent of three months rent, plus an additional stipend of up to $1,000 for relocation-related costs. With this program, potential renters will be given the extra boost they need to have their own Fresh Start.

- Find your new apartment
Everybody deserves to have a safe and stable home to live in. As you are looking to move, consider factors such as annual costs, proximity to key locations and neighborhood life to ensure that your new place is the right fit for you.
- Determine if you are eligible for FreshStartPHL
This program is available for any household at or below 80% AMI, or an annual income of roughly $83,000 for a family of three. However, priority for this assistance will be given to households at or below 50% AMI, or an annual income of $52,000 for a family of three. Additionally, your landlord must agree to your participation in this program. Make sure to confirm that the landlord is willing to receive payments coming from FreshStartPHL.
- Complete the PHDC Intake Form
This program operates on a first-come-first serve basis, so make sure to fill out the application as soon as possible. Once completed, you will be given further instructions about how to proceed with your request.
