PHILADELPHIA — The Philadelphia Department of Prisons (PDP) is pleased to announce the promotions of three Deputy Wardens to the position of Warden, effective Monday, December 26, 2022.

PDP Commissioner Blanche Carney announced that Steven Angelucci will be promoted to Warden of the Curran-Fromhold Correctional Facility (CFCF), Pierre Lacombe will be promoted to Warden of the Riverside Correctional Facility (RCF), and Norman Williams will be promoted to Warden of the Philadelphia Industrial Correctional Center (PICC). All three facilities are located on the PDP’s State Road campus in Northeast Philadelphia.

“I am confident that promoting these three Deputy Wardens to the position of Warden will further enhance efficiency of operations for the Philadelphia Department of Prisons,” PDP Commissioner Blanche Carney said. “All three Deputy Wardens have been working tirelessly alongside our correctional, civilian and contractors’ staff to ensure continuity of operations at their respective facilities during these challenging times.”
