Registered Community Organizations (RCO)

The Zoning Code that went into effect on August 22, 2012 established a new Zoning Notification Registry designed to improve and standardize community notification of proposed developments. The Philadelphia City Planning Commission manages the registry. A community group who wants to weigh in on new projects within its boundaries can apply to the Planning Commission to be added to the registry as a Registered Community Organization (RCO).

The Planning Commission will keep an updated list and map of RCOs on this website. New registrations will be accepted in June of each year. Every RCO must renew their registration with the Planning Commission every TWO years. (per Bill #130657)

IMPORTANT NOTICE:

City Council Bill #130657 (which become law on MARCH 1, 2014) changes the rules for the RCO process in many ways. All existing RCOs are required to re-register under new requirements. If you have questions about the new application process, you can contact PCPC staff at 215-683-4612.
