The Zoning Code establishes a registry of community organizations to be managed by the Philadelphia City Planning Commission. The RCO system is designed to improve community notification of proposed developments and make community involvement more predictable across the city. RCOs officially began on August 22, 2012.
The Philadelphia City Planning Commission will update the RCO list and map once per month with necessary changes. New registrations will be accepted only in June and December of each year. Every RCO must renew their registration with the Planning Commission every three years.
