About

The Philadelphia Business Lending Network (PBLN) helps business owners express interest in loan financing. Using one form and at no cost, you can tell a group of more than 35 lenders that you're interested in applying for a loan.

The network is made up of nonprofit and for-profit lenders that review each completed interest form. To be considered, you must have a small business in Philadelphia or have plans to move or expand to the city.

Equity incentive grants

The Department of Commerce will consider certain businesses for a grant of up to 50% of each approved loan amount, or a maximum of $35,000. The grant is attached directly to your loan agreement.

To be considered for a grant, you need to be a Philadelphia resident and your business must meet certain requirements:

  • Be located in Philadelphia.
  • Earn an annual maximum revenue of $350,000.
  • Be a micro-enterprise, employing five or fewer employees (including the business owner.)
  • Be up-to-date on City taxes or have an approved tax payment agreement.
  • Be registered and licensed with the City of Philadelphia.

How to apply

This form allows PBLN lenders to learn more about your funding needs. Once you complete the form, your information is sent to participating organizations.

The financing interest form is not a loan or grant application.

If your project and financial needs match the available resources of the network members, PBLN lenders will contact you directly. You will receive replies from interested lenders within 5 business days.

There is no guarantee of approval from any of the network lenders.
