Ida Business Assistance Program

Helping local businesses recover from the impacts of Hurricane Ida.

About

In 2021, the remnants of Hurricane Ida hit Philadelphia, leading to major property damage and extensive flooding. The Ida Business Assistance Program (IBAP) helps businesses recover from the impacts the disaster. If your business existed before the disaster in 2021 and was able to reopen afterwards, you may be eligible to receive a grant ranging from $20,000 to $150,000.

Applications are accepted on a rolling basis until funds run out. The Ida Businesses Assistance Program is funded by the U.S. Department of Housing and Urban Development's (HUD) Community Development Block Grant Disaster Recovery (CDBG-DR) program.

This program is administered by the Department of Commerce.

Eligibility

To be eligible for funding from the Ida Business Assistance Program, you need to show that your business:

  • Experienced damage or loss due to the impacts of Hurricane Ida;
  • Opened before the storm impacted Philadelphia in September 2021;
  • Meets standard funding requirements; and
  • Supports low-to-moderate income residents.

Private utility companies and non-profit organizations are not eligible for grant assistance through this program.

Eligible expenses

Grant funds received from the Ida Business Assistance Program can be used for everyday business fees and expenses. To learn more about what you can use the grant funds to pay for, see the list of eligible expenses.

Your answers will help us determine if your business meets basic eligibility requirements before we send you the full application. Be prepared to submit your:

Receive an invitation to apply.

If your business is eligible, the Department of Commerce will send you the full application. You’ll submit documentation including:

  • Business owner identification: A valid, current government-issued ID.
  • Business identification: Documentation to confirm that your business was active and operating at the time of the storm.
  • Proof of damage and loss: Documentation showing proof of a physical and/or financial loss resulting from the storm.
  • Business needs and funding request: A list of items you propose to replace and/or previous working capital expenses.
  • Tax returns: Documents confirming that your business meets the qualifications for a grant award.
  • Forms and worksheets: Conflict of Interest form, Cost of Reasonableness Worksheet, and Duplication of Benefits Worksheet.

Follow all grant requirements.

If you’re approved for a grant through the Ida Business Assistance Program, program staff will explain all the rules and reporting steps.

This program provides CDBG-DR assistance in the form of reimbursement payments for eligible expenses. The program will not provide grant funds for expenses or items purchased before the date your application is submitted. Do not buy any items you plan to be reimbursed for until after you submit your full application.
