Your answers will help us determine if your business meets the eligibility requirements before we send you the full application.

Receive an invitation to apply.
If your business is eligible, the Department of Commerce will send you the full application. You’ll need to be prepared to submit the following information:
- 2024 Form W-2 Wage and Tax Statements.
- Profit and loss statements.
- Photos of your business location.
- Proof of business ownership.
- Unique Entity Identifier (UEI) number.
- Commercial and Government Entity (CAGE) code.
- North American Industry Classification System (NAICS) code.
- Proof that your business expenses are reasonable* for the Philadelphia area. For example, you should include information about costs for staff payroll, your lease or mortgage, and quotes.
*Reasonable cost is based on the average local cost for an item or service. The cost must be no more than 20% above, and no less than 20% below the average local cost.

Follow all grant requirements.
If you are approved for a grant through the Ida Business Assistance Program, program staff will explain all the rules and reporting steps.
The program will not provide grant funds for items purchased before your application date. Do not buy any items you plan to use grant funds to pay for until after you submit your full application.
