Ida Business Assistance Program

Helping local businesses recover from the impacts of Hurricane Ida.

About

In 2021, the remnants of Hurricane Ida hit Philadelphia, leading to major property damage and extensive flooding. The Ida Business Assistance Program (IBAP) helps businesses recover from the impacts the disaster. If your business existed before the disaster in 2021 and was able to reopen afterwards, you may be eligible to receive a grant ranging from $20,000 to $150,000.

Applications are accepted on a rolling basis until funds run out. The Ida Businesses Assistance Program is funded by the U.S. Department of Housing and Urban Development's (HUD) Community Development Block Grant Disaster Recovery (CDBG-DR) program.

This program is administered by the Department of Commerce.

Eligibility

To be eligible for funding from the Ida Business Assistance Program, you need to show that your business:

  • Opened before Hurricane Ida impacted Philadelphia in September 2021;
  • Supports low-to-moderate income residents; and
  • Meets standard funding requirements.

Private utility companies are not eligible for grant assistance through this program.

Eligible expenses

Grant funds received from the Ida Business Assistance Program can be used for everyday business fees and expenses. To learn more about what you can use the grant funds to pay for, see the list of eligible expenses.

Your answers will help us determine if your business meets the eligibility requirements before we send you the full application.

Receive an invitation to apply.

If your business is eligible, the Department of Commerce will send you the full application. You’ll need to be prepared to submit the following information:

*Reasonable cost is based on the average local cost for an item or service. The cost must be no more than 20% above, and no less than 20% below the average local cost.

Follow all grant requirements.

If you are approved for a grant through the Ida Business Assistance Program, program staff will explain all the rules and reporting steps.

The program will not provide grant funds for items purchased before your application date. Do not buy any items you plan to use grant funds to pay for until after you submit your full application.
