Mayor Cherelle L. Parker signed an executive order on December 19, 2025 establishing a coordinated, citywide response to ending street homelessness in Philadelphia.
This executive order formalizes a One Philly approach to reducing unsheltered homelessness by increasing access to safe, quality shelter; strengthening coordination across City departments, health systems, and service providers; and prioritizing urgent, compassionate interventions for people living on the streets.
The order is informed by data from the City’s annual Point-in-Time (PIT) Count, which shows a continued rise in the number of people living unsheltered in Philadelphia and underscores the need for immediate, coordinated action.
