
Joseph Rosati is a lifelong resident of the city of Philadelphia with over 39 years of extensive knowledge in fleet management. At the age of 14, Joseph started out as a mechanic in the private sector working for a small auto repair shop. In 1993 he entered the public sector as an Automotive Maintenance Technician for the City of Philadelphia and proceeded to promote to Automotive Maintenance Teamleader, Fleet Maintenance Supervisor, Assistant Fleet Manager, and Deputy Commissioner for operations. Joseph implements best fleet maintenance practices that enable the City to gain efficiencies and effectiveness in service delivery. Joseph’s vision is to modernize the fleet and create a sustainable replacement program. As Commissioner, Joseph oversees all aspects of Fleet Management for the City of Philadelphia which includes 16 repair facilities, 1 administrative office, and 61 fuel sites. Joseph manages the writing of specifications, up-fitting of vehicles, acquisition, repair, preventative maintenance, and disposal of all City-owned vehicles and equipment.

John DeLeo has resided in Philadelphia PA his entire life and has 43 years of knowledge and experience in the automotive industry. He started out assisting his father repair the family vehicle. John worked as a mechanic and machinist at a neighborhood parts store/machine shop/automotive repair facility until he accepted employment with the City of Philadelphia in October 1989 when he was hired with the Department of Commerce Division of Aviation as a Mechanic. He successively promoted his way through the ranks to Deputy Commissioner for Operations.
As Department of Fleet Services Deputy Commissioner for Operations, John is responsible for 16 repair facilities in the maintenance and repair of all City-owned vehicles and equipment, and all aspects of the Operations Division.
John has considerable knowledge and experience of the automotive industry and the proprietary functions of the city’s fleet acquired over a long career. He has a strong work ethic, believes immensely in industriousness, and promotes these qualities in his subordinate team and workforce.

Dr. K Wilson was appointed as Deputy Commissioner for Administration in February 2013. Dr. K is responsible for providing leadership to the Administrative Services Division, including the Human Resources, Budget and Fiscal operations, Bureau of Quality Assurance, Occupational Health & Safety, Purchasing and Materials Management, Accounts Payable, and Office Services. He joined the City of Philadelphia, Department of Fleet Services as Accountant Trainee in August 1997. During his tenure in the Department of Fleet Services, he served as Accountant (1998-2000), Departmental Accounting Specialist (2000-2001), Budget Assistant (2001-2002), Administrative Specialist (2002-2003), Budget Officer (2003-2010) and Administrative Services Director (2010-2013).
K Wilson earned his Ph.D. in Business Management, Master in Finance, and Bachelor in Accounting from University of Kerala. He also received his Master of Philosophy in Commerce (M.Phil) from Pondicherry University.
