Rebuild Philadelphia, under the City of Philadelphia Capital Programs Office, has released a new Business Supports Request for Proposals (RFP) through the City’s eContracts system.
Through Rebuild, the City has made significant investments in neighborhood parks, libraries, recreation centers, and playgrounds. A key goal of this work is to expand opportunities for small and local businesses to participate in public construction and design projects across Capital Programs Office, City, and quasi-governmental initiatives.
The Business Supports RFP focuses on strengthening the capacity and competitiveness of small and local construction, architectural, and engineering firms. The selected proposer(s) will provide targeted services designed to help businesses grow, access opportunities, and successfully compete for public projects.
Scope of services
The RFP is intended to result in one or more firms providing comprehensive business support services, including:
- Strategies to strengthen back-office and operational capacity
- Support in accessing capital, including lines of credit and bonding
- Assistance for construction firms seeking to become union signatory
- Enhancement of Rebuild’s Emerging Vendors Program
- Guidance for eligible firms pursuing certifications and credentials, including Local Business Enterprise (LBE) and Small Business Enterprise (SBE) certifications
- Implementation of networking opportunities connecting small and local firms to industry partners and public projects
- Targeted support to address barriers that impact business growth and long-term capacity
These services are designed to build a stronger, more inclusive pipeline of firms prepared to participate in public construction and design work across Philadelphia.
