Are you interested in pursuing a career in construction? Through the Rebuild initiative, the City’s Capital Programs Office (CPO) is now recruiting participants for the Cement Masons and Plasterers Academy 2026. This paid ($17 an hour) training program is offered in partnership with Cement Masons and Plasterers Union Local No. 592, PA CareerLink®, and Councilmember Mike Driscoll.
This 4-6 week academy requires no prior construction experience and provides hands-on training designed to prepare participants to pursue careers as cement masons. Additional program details, including schedule, location, and expectations, will be shared during the mandatory information sessions.
Attend one mandatory virtual information session
To be eligible for the program, applicants must register for and attend one of the following Zoom sessions:
Thursday, February 19, 2026 from 1:30 p.m. – 2:30 p.m.
Tuesday, February 24, 2026 from 1:30 p.m. – 2:30 p.m.
Wednesday, February 25, 2026 from 6:00 p.m. – 7:00 p.m.
Registration is required to attend an information session. Program details and next steps in the application process will be shared with all information session attendees.
About the program
The Cement Masons and Plasterers Academy is part of the CPO’s efforts to connect Philadelphia residents to careers in the skilled trades. Participants receive practical instruction from experienced tradespeople and gain exposure to union career pathways in the construction industry.

Who qualifies?
- Applicants must meet the following requirements:
- Minimum age of 18
- Philadelphia residency
- High school diploma or GED equivalent
- Must have valid driver’s license
- Must own or have daily access to a vehicle
- Willingness to undergo a background check (justice-impacted individuals are strongly encouraged to apply)
- Ability to pass a drug screening
- Ability to engage in strenuous physical work
- Interest in a career in construction
