PHILADELPHIA – Today, Mayor Cherelle L. Parker, Philadelphia Commissioner Kevin Bethel, Councilmember Jeffrey Young Jr. (5th District), the Capital Program Office, and community members held a groundbreaking ceremony for the North Central Public Safety Building (NCPSB), a $40 million, 30,600-square-foot facility that will accommodate the 22nd Police District and a new Police Athletic League (PAL) Center. The project also includes the development of four adjacent parcels, which will provide new green space, parking, and a City fuel station to North Philadelphia. This marks the first newly constructed district police station in over two decades.
“This project reflects the kind of holistic investment our neighborhoods deserve,” said Mayor Cherelle L. Parker. “We’re building a place where public safety, opportunity, and community presence all come together. This new space will equip the 22nd District with the tools they need to pursue a strategy of prevention, intervention, and enforcement all under one roof.”
“This building represents a positive step in community policing. It shows North Philadelphia that policy makers aren’t afraid to step outside the box to combine resources in more strategic ways to provide for our youth,” said City Councilmember Jeffery Young Jr. (5th District). “It also shows the men and women of the 22nd Police District that our city is willing to make the necessary investments in 21st-century facilities to improve their work conditions.”
The NCPSB represents a bold investment in community safety and neighborhood revitalization. By bringing police operations and youth programming together in one facility, the project strengthens ties between law enforcement and the community while supporting young people in the neighborhood.

Bethel. “For the first time in more than two decades, we are building a new district station – giving the men and women of the 22nd District a modern facility that matches their professionalism and dedication. Just as important, by housing a new PAL Center under the same roof, this investment ensures that our young people have a safe space to learn, play, and grow. This building will stand as a symbol of partnership between our officers, our neighbors, and our youth – and as a reminder that real public safety is built on prevention, intervention, and community trust.”
The $40 million, 30,600 square foot facility will be split into two main uses:
- The west portion will house the 22nd Police District, providing officers with a modern facility to support responsive, community-focused policing.
- The east portion will house a new PAL Center, featuring:
– Classrooms for homework help, computing, and games
– A shared community room for events and neighborhood programmingThe surrounding four parcels will include:
- New parks and green space
- Parking facilities
- A fuel station to support the City’s fleet operations

The $40 million project is funded by City capital funds. Construction is expected to be completed by Summer 2027.
The City of Philadelphia’s Capital Program Office (CPO) oversees the engineering, architectural, and project management functions for more than 200 active construction projects across the city. This includes upgrades to parks and recreation centers, libraries, fire and police stations, health centers, and other City-owned facilities. Through cross-departmental coordination and a commitment to continuous improvement, CPO works to improve public facilities to better serve Philadelphia residents.
