The Citizens Police Oversight Commission (CPOC) acknowledges the jury’s verdict today, finding former Philadelphia Police Officer Mark Dial guilty of voluntary manslaughter, possession of an instrument of crime, and recklessly endangering another person in the killing of Eddie Irizarry.

While Mr. Dial was found not guilty of third-degree murder and official oppression, this outcome reflects a rare moment of accountability in a system that too often fails to deliver justice when police use deadly force. Our thoughts are first with the Irizarry family, who have endured unimaginable grief and who showed courage and resolve in the face of a long and difficult process.

This case underscores the importance of transparency, independent investigation, and public oversight in matters involving police conduct. Philadelphians deserve a system where those who are entrusted to serve and protect are held to the highest standards—especially when our Officers have the authority to use force; often deadly within a moment’s notice.
CPOC will continue our mission. We will also continue to advocate for independent oversight, and push for progressive police reforms in the spirit of strengthening trust between all of our communities and the police.
We remain committed to ensuring that accountability is not the exception, but the expectation.
