Includes numerous reports from the Fels Institute for Local and State Government, the Commission's consultant, on various aspects of the charter provisions; summary of testimony at the public meetings; notes on the size of school boards, qualifications of school board members, methods on selecting school boards, selection of a Home Rule School Board in Philadelphia; local school tax powers; school administration; and suggested charter provisions on school organization and administration. The Fels Institute also prepared preliminary drafts for the supplement in February 1965.
