Full proceedings of Select and Common Councils bound together in volumes for each October-to-October session; appendixes to each contain resolutions, ordinances (including detailed appropriation bills), City Solicitor's opinions, messages and petitions received, accounts of selection of various City officers (including Mayor, until 1839); reports of special committees on wide variety of topics, and of standing committees on the normal operations of the City departments which they controlled; these latter include the Committees on City Property, Cleansing the City, Finance, Public Highways, Police, Legacies and Trusts, Water; among other bodies whose reports are also contained in this series are the City Commissioners, who made complete returns of the rentals received for City properties, receipts for all City required permits issued, street paving and repairs, and all authorized City expenditures of any sort; and the Trustees of the Philadelphia Gas Works, the Trustees of Girard College, and the Committee of Visitation of Girard College; also entered are Annual Reports for the years 1836-1853 of the Trustees of the Philadelphia Gas Works, the Watering Committee, the Board of Managers of the Wills Hospital, the Trustees of the City Ice Boats for the seasons 1837-38 to 1853-54, accounts of all the receipts and expenditures of the City Treasurer, 1837-1853, and of various years for the Committees on City Property, Legacies and Trusts, and on Finance, the latter of which also enter each year an estimate of all City receipts and expenditures for the projected fiscal year; other Annual Reports include those of the Building Committee of Girard College 1836-1848, The Directors of Girard College 1848-1853, the Commissioners of the Girard Estate 1836-1852, and quarterly and annual statements of the Treasurer of the Girard Fund 1837-1854.

Very similiar to the Journals of Councils; chief difference lies in fact that as of Consolidation the journal of each Council was printed and bound separately and, after reorganizations of City government of 1854 and 1887, Councils' executive power considerably decreased and reports of city departments' annual operations appear in their appendices much less frequently; they begin in 1854 to be published separately and to be reprinted in the Mayor's Annual Message.

Very similiar to the Journals of Councils; chief difference lies in fact that as of Consolidation the journal of each Council was printed and bound separately and, after reorganizations of City government of 1854 and 1887, Councils' executive power considerably decreased and reports of city departments' annual operations appear in their appendices much less frequently; they begin in 1854 to be published separately and to be reprinted in the Mayor's Annual Message.
While it has not yet been possible to compile a complete listing of all the City officers and agencies whose reports appear in the appendices of the two record series listed above, nor of all the years in which they appear, the following include the most important and informative of them: Annual Reports of the Mayor, City Controller, City Treasurer, Commissioners of the Sinking Fund, Receiver of Taxes, Board of Health, Trustees of the Philadelphia Gas Works, Trustees of the City Ice Boats, Board of City Trusts, Board of Managers of Wills Hospital, Superintendent of the Girard Estate, Directors of Girard College, Fire Department, Northern Liberties Gas Company. The reports for any given year may appear in the appendix of either Journal. The appendices also reprint, of course, Councils' resolutions, ordinances (including detailed appropriation bills), opinions of the City Solicitor, messages and petitions received, and reports of committees on wide variety of subjects.

A survey of the River from one mile below Chester to Richmond, prepared by David McClure who was employed by a Committee of the Select and Common Councils to survey the Delaware River from Petty's Island to one mile south of Chester. The Report discusses changes in the River, including changes in inside channels and bars or shoals; sediment deposits, tides and currents, the effects of a freshet, current velocities, soundings at important parts of the river, depth of the water at the end of Philadelphia's principal wharves, and a description of instruments used in these calculations. Appended to the report are statements of concurrence by the City Surveyor, a Professor of Mathematics and Provost of the University of Pennsylvania, and a master warden; and the letter of submission to City Councils signed by members of the Committee.

120.87 Petitions to Amend the City Charter

Includes press releases, correspondence certifying that the minimum number of signatures of registered voters have been received, tally sheets indicating number of signatures received and total number of good signatures, and petitions to the City Council asking that the Home Rule Charter be amended and the proposal placed on the November 1978 ballot. The two sections of the charter which were proposed for amendment were Sections 3-400 and 10-107. Section 3-400 limits the term of the Mayor to two successive terms and automatically disqualifies him from office if he should choose to run for another office while still Mayor of the City of Philadelphia. Section 10-107, Subsection 5, states that no officer or employee of the city, except elected officers running for re-election, shall be a candidate for any other office without resigning his post. The amendments to Section 3-400 would abolish the term limit and the job disqualification. Those to Section 10-107 would exempt all elected officers from resigning to run for any office. The petitions were produced by the Citizens Congress for a Modern Charter and include the signature of the voter, address, occupation and date of signing. The total number of signatures is unknown. The Registration Division of the City Commissioners checked 35,052 signatures and found 23,364 to be valid, more than the 20,000 necessary under the state law.

Filed by number of bill or resolution introduced into City Council. Each record consists of the folder and contents of the folder relating to the bill or resolution. Information on folders relating to bill include bill number and appendix number, committee of Council to which bill was referred, date of introduction, name of sponsor of bill; if passed, date of first reading, date of second reading and full passage, number of ayes and nays, and date of approval by Mayor; or, note of disapproval by Council.
Contents of a typical folder include pink printings of bills as introducted and white copies of bill as passed, letter from the Mayor requesting councilmanic consideration of the bill accompanied with letter from City agency head presenting draft of bill to the Mayor and letter of a Deputy City Solicitor transmitting to agency head a draft of the ordinance; copies of proposals, contracts or grant applications if the bill is concerned with any of these items; letter from City agency head indicating that the bill had been reviewed by the agency, transcript of committee hearing, a copy of memo from committee chairman to Chief Clerk of Council advising whether the bill had been approved by the committee, and letter from the committee to the President and Members of Council advising of the committee's recommendation.
Information on resolution folders include resolution number, date resolution adopted, and name of sponsor of resolution. Typical contects of a resolution folder include draft and printed copy of the resolution, transcript of any public forum concerning the resolution, letter from Mayor transmitting resolution for councilmanic consideration together with a letter from City agency head presenting draft of the resolution to the Mayor and a letter of a Deputy City Solicitor which accompanied the draft, and copies of any applications to State and Federal agencies which are to become part of the resolution.
