Correspondence and memoranda, including those of the Commission's first Chairman, Grant M. Simon, which concern personnel and budgetary matters, preservation projects, and certification of historic buildings; financial records which include an account book, 1963-1974, and yearly entries of class of expenditure, amount of appropriation, items purchased, cost, amount expended and balance; and bank statements of the Harry A. Batten Memorial Fund, 1967-1974; correspondence concerning personal services contracts of researchers working for the Commission; photographs of preservation projects, copies of addresses given by staff members and correspondence pertaining thereto, copies of the ordinances of 8 November 1956 and 29 June 1957 which created the Commission and correspondence concerning these ordinances, lists of staff members, inventories of equipment and supplies; and reports including annual reports, reports of Commission meetings, and research reports

Plans for alterations and/or restorations submitted to the Commission for approval of work; included are floor plans, elevations, schedules of openings, drawings of details, cross sections, and maps. The records also include owners' names, addresses, architects' names and dates of preliminary survey and final approval. Subjects include Memorial Hall, Pennsylvania Hospital, Octavia Hill Association Houses, Cliveden, Christ Church, Independence Mall, Union League, Vernon Park, and private residences located in the Society Hill, Washington Square and Germantown sections of the city.

Negatives of buildings and properties, public and private, which have either been designated as possessing historic value and/or which may be considered for designation by the Commission. These include both interior and exterior views. The negatives are indexed by location.
Most of the negatives were taken by the City Photographers. Others have been taken by various members of the Historical Commission staff and assigned official numbers by the City Photographer.
