A record of County taxes and loans, authorized by the County Board, and recorded by the Prothonotary in accordance with Section VIII of an Act of April 10, 1834 and with Section XXXVIII of an Act of June 16, 1836. The County Board was established by Section V of the 1834 Act which authorized the County Commissioners to borrow, on the credit of the County, a sum not exceeding $475,000, for the repayment of which and the payment of interest the rates and levies were pledged and appropriated. The Board was composed of the State senators and representatives of Philadelphia City and County of whom a majority made a quorum. The Board's approval was required before the County Commissioners could lay any tax or borrow any money, and it was to be called into session whenever the County Commissioners deemed it expedient. The Act of June 16, 1836 authorized the County Board to elect the County Treasurer, and, when it deemed it expedient, to appropriate the proceeds of loans and regulate the terms on which the loan should be taken, and provided that no proceeds from a loan should be paid out by the County Treasurer without the approval of the Board. The County Commissioners were required to call a meeting of the County Board at the request of five members. An Act of April 5, 1842 conferred on the board the power of specifically appropriating such of the proceeds of the County rates and levies as should not be appropriated by law and for that purpose the Board was to meet at such time as it deemed necessary at least every two months. This Act also gave the Board free access to the records of the County Commissioners and County Treasurer and permitted it to require statements from these offices and from the Controllers of Public Schools, the Board of Health, and from the Inspectors of County Prison touching their receipts and expenditure. By an Act of April 16, 1844 the County Board was authorized to require the County Commissioners to issue certificates of stock in payment of damages, assessed by the court, for the opening and widening of streets. The Consolidation Act of February 2, 1854 vested all the powers of the County Board in the City of Philadelphia. Includes date of meetings of the Board, location of meetings (Philadelphia or Harrisburg), names of Board members passing resolutions, amounts and terms of County loans, and items for which appropriated, quota of taxes to be raised by the County Commissioners, tax rates and appropriations, amounts paid for damages assessed in opening or widening streets, damages paid for the destruction of private property during the Kensington riot of 1844, and some elections of the County Treasurers.
