Agency Function
The Philadelphia Anti-Graffiti Network (PAGN) was initiated by the Mayor's Office. PAGN functions to eliminate existing graffiti while preventing any future graffiti. The Network organizes and sponsors neighborhood cleanups, as well as provides alternative programs to channel the energies and talents of former wall writers toward positive growth and development.

Agency History
Mayor W. Wilson Goode created the Philadelphia Anti-Graffiti Network (PAGN) in late 1984. On 2 September 1986, under Executive Order 10-86, Mayor Goode placed the financial supervision and direction of the PAGN under the jurisdiction of the Office of the Director of Finance.
