24. WORKING CONDITIONS
24.01 - WORKING CONDITIONS. The Director, in cooperation with other City officers, shall be responsible for the development and operation of programs to improve the work effectiveness and morale of employees of the City, including safety, health, welfare, recreation and labor relations and including grievances and hearings thereon.
