1. PURPOSE
1.01 - PURPOSE OF REGULATIONS. It is the purpose of these Regulations to implement the Charter provisions relating to the establishment and administration of a merit system by supplementing said provisions, which are generally broad in scope, with specific detail as contained in policies and procedures covering the many and various phases of personnel administration. The provisions of the Regulations shall not apply to non-civil service employees. (Sec. 7-400 C.C.)
