Administration Employees

Dear Administration Employees:

Please accept my best wishes this 2012 holiday season!  The Mayor and
I appreciate and value your work for the citizens of and the visitors
to the City.

As you know, a key goal of the administration is that Philadelphia
demonstrates the highest standards of ethics and accountability.  I
know it's customary to exchange gifts during the holiday season as an
expression of goodwill and I appreciate the generous spirit in which
such gifts may be offered.

Please remember, however, that accepting such gifts from people or
businesses who deal with you only as a city employee would violate
the Mayor's Executive Order 03-11. The Executive Order prohibits
accepting gifts, gratuities or tokens of appreciation (this includes
invitations to holiday parties) offered to you by someone whose
relationship with you is based on your City employment.  It exists to
ensure that all vendors, potential vendors and citizens are treated
alike, with no favoritism or perceived favoritism.  Therefore, you
may not accept gifts, gratuities or tokens of appreciation from
vendors or citizens whom you serve.

The link below contains more information on Executive Order 03-11.
If you have any questions, please contact your department's Integrity
Officer or contact me at integrity@phila.gov or 215-686-2178.

For Employees

Thanks again for your service to the citizens of Philadelphia.  Best
wishes for a happy and healthy holiday season.

Sincerely,

Joan Markman
Chief Integrity Officer

How Do I Handle...

IntegrityWorks offers guidance for commonly-occurring situations. These are not the only situations in which ethics rules would apply; they are simply the most common ones. Other guidance may be added to this site as situations warrant.

These are general guidelines. Because each situation presents its own set of facts, this general guidance isn’t advice on which you can legally rely. If you want to be absolutely sure that your conduct complies with applicable ethics laws, you should seek advice before taking action.
