Serving the public on a City board or commission

First, thanks for serving the citizens of Philadelphia by serving on a board, commission, task force, or other body. No matter what your organization may be called, or whether or not you receive compensation for your service -- the citizens, businesses, and visitors of Philadelphia are entitled to have you act with honesty and fairness, without regard for a relationship financial interest, or political affiliation.
Although you are not a City employee, many of the ethics laws and regulations that apply to City employees including those described in the Rules of the Road section of this site, apply to you, too. Generally, the rules cover the following situations:

  • Financial conflicts of interest
  • Political activity
  • Representation before a City agency
  • Financial disclosure
  • Soliciting or accepting gifts or other benefits from persons who have or are expected to have business before your Board or Commission

You must know and follow the rules. (If you haven’t yet received ethics training from the independent Ethics Board, contact the Ethics Board.) You can also apply the “six o’clock news” test: would you want the news media to report your actions? If the answer is no, or even “I’m not sure,” then you should refrain from that course of action.
