费城公共服务部是县级儿童福利和青少年/未成年人司法机构，由儿童和家庭办公室监督。 我们的使命是为面临虐待、忽视和犯罪风险的儿童和青少年提供和促进安全、永久安置性和福祉。 我们的主要服务领域包括：
- 预防。 我们与家庭合作，在家中安全地照顾孩子，以减少虐待和忽视儿童。
- 儿童福利。 我们运营费城虐待儿童热线，调查有关虐待和忽视儿童的指控，并帮助参与国土安全部的儿童获得永久住所。 我们管理私人组织（社区雨伞机构），这些组织在费城的 10 个地理区域提供案例管理和其他支持服务。

Parenting group for parents who have children in placementHow to Refer: Submit an ARC Referral through the IRSS database on DHS Central/Connect or have the parent phone-in to ARC, 267-514-3500, Monday – Friday 9:00 – 3:00. An intake will be completed for the parent to enroll in ARC/PAN services. Facilitators: Shakira Durham, shakira.durham@phila.gov and Sam Monroe, samuel.monroe@phila.gov Group Description: An intensive 12-week or more education and support group for parents who have children in out-of-home placement. This group focuses on empowering parents to take control of the process to retain custody of their children. This involves an understanding and acceptance of responsibility on the part of parents for their parental actions, past and present as well as strengthening the partnership between placement parents and their DHS SWSM and/or CUA case manager. A safe and supportive environment encourages self-exploration and reflection
