Contractor Resources

Philadelphia Water views contractors as essential partners in designing and constructing infrastructure projects. Our contractor resources provide important information such as manuals, standard details and training opportunities.

Design Resources

Water and Sewer Design Manual

The Water and Sewer Design Manual promotes uniformity in the presentation of plans by establishing a general format and outlining detailed information which is required for the preparation of complete water and sewer contract drawings.

Green Stormwater Infrastructure (GSI) Design Resources

This page includes planning and design resources for public GSI projects that are funded and/or maintained by PWD. View the design resources.

In-Stream Structures Details and Construction Guidelines

The In-Stream Structures Details and Construction Guidelines Manual provides practitioners, project managers, review agency staff, and construction contractors with a consistent framework and terminology for selecting, designing, depicting, and implementing in-stream structures by outlining the structures specific uses, limitations, materials, and general construction guidelines.

Sewer Connection and Repair Manual
Sewer Connection and Repair Manual Spanish Translation
This Manual is intended to detail the rules and processes governing connections to the City’s public sewer system. It is also intended to improve the working relationship between plumbers, customers, and the City by clarifying what is expected of private plumbing work in the street.

Construction Contractor As-built Manual
The Green Stormwater Infrastructure (GSI) As-Built Survey and Drafting Manual describes the process for collecting and drafting as-built survey data for GSI systems in the City of Philadelphia. These standards and examples may be used to guide the field survey and to draft as-built drawings that are clear, accurate, and ready for approval.
  • As-Built Drafting CAD files – Supplemental files to the GSI As-Built Survey and Drafting Manual intended to assist with drafting of as-builts. Includes a standard as-built template file (layers, blocks, linestyles, legend), plot style standards, and sample as-builts of different types of GSI systems.
FAQ: Green Stormwater Infrastructure (GSI) for Plumbers and Contractors
Philadelphia Water is installing hundreds of stormwater drainage structures in streets, sidewalks and at other locations. These structures, referred to as green stormwater infrastructure (GSI), are often not visible from the surface.

FAQ: Erosion and Sedimentation for Contractors
Sediment runoff from construction sites is prohibited from entering public streets, sidewalks, sewer inlets and water bodies. The Philadelphia Water is responsible for ensuring that contractors properly install erosion and sedimentation (E&S) controls on all construction sites throughout the City.

Contractor Training Seminars

Philadelphia Water offers seminars to provide important information to contractors about green stormwater infrastructure (GSI), industry best practices, quality of life and performance specifications for projects, project completion requirements, contract M/W/DSBE inclusion, and more.
