Request for Expressions of Interest for PGW Bank Facility

The City of Philadelphia (the “City”) is seeking proposals for the provision of a Line of Credit (the “Facility”) for the Philadelphia Gas Works (“PGW”) in the amount of $120,000,000 for advances to be evidenced by the purchase of Gas Works Capital Project Commercial Paper Notes, Subordinate Series (1998 General Ordinance) (the “Project Notes”) and Gas Works Revenue Notes, CP Series (the “CP Notes”).

The City is conducting a competitive process for the provision of the Facility. The Facility will provide for advances, up to $120,000,000, to be made from time to time to purchase Project Notes and/or CP Notes secured by and payable from the sources described herein. Advances which are repaid may be re-borrowed by the purchase of additional Project Notes and/or CP Notes. As described herein, the CP Notes and the Project Notes are on a parity in right of payment from Gas Works Revenues with debt service on Subordinate Bonds (as defined in the 1998 General Ordinance) and payments due in respect of obligations of PGW on a parity with Subordinate Bonds.

RFI for the Acceptance of Pre-Processed Food Waste

The Philadelphia Water Department (PWD) seeks to examine the alternative to the landfill disposal of food waste through the co-digestion of food waste at either the Southwest or Northeast Water Pollution Control Plant (WPCP). PWD has assessed anaerobic digester capacity for a pre-treated liquefied food waste and has determined that there is excess capacity, representing a prime opportunity for food waste co-digestion. PWD is now seeking to refine an implementable process by which a vendor could deliver a high quality liquefied food waste to the anaerobic digesters at a WPCP.

This RFI is issued in order to gather information detailing best practices used in the industry, as well as to solicit ideas on to how to best structure a sale of a portion of the City’s business tax debt portfolio. The City intends to gather information on best practices and procedures, as well as the best and most innovative approaches from experts working in the receivables purchase and collections marketplace.

Drinking Water Kiosk RFI

The City of Philadelphia (the “City”), acting through its Water Department (PWD), is exploring the development of a program to install public drinking water kiosks (fountains) in locations throughout the city. To further this objective, PWD is seeking proposals from qualified providers detailing how best to offer a public drinking water kiosk program, proactively maintain the infrastructure for such a program, and finance the program in such a way that benefits the City, PWD’s ratepayers, and the provider.

PWD encourages all entities that may be interested in collaborating with the Department on a drinking water kiosk program to prepare a response to this RFI. PWD intends to use this information to plan for and identify sufficient resources for such a project. Responses to this RFI are considered non-binding, and will be used to assist the Department in performing information gathering for planning purposes.

Housing First is an approach to quickly connect people experiencing homelessness to permanent housing without preconditions and barriers to entry, such as sobriety, treatment or service participation requirements.
