Business Tax Debt Sale Request for Information

The City of Philadelphia (City) acting through its Department of Revenue is considering a sale of business tax receivables owed to the City. This RFI is issued in order to gather information detailing best practices used in the industry, as well as to solicit ideas on to how to best structure a sale of a portion of the City’s business tax debt portfolio. The City intends to gather information on best practices and procedures, as well as the best and most innovative approaches from experts working in the receivables purchase and collections marketplace.

Drinking Water Kiosk RFI

The City of Philadelphia (the “City”), acting through its Water Department (PWD), is exploring the development of a program to install public drinking water kiosks (fountains) in locations throughout the city. To further this objective, PWD is seeking proposals from qualified providers detailing how best to offer a public drinking water kiosk program, proactively maintain the infrastructure for such a program, and finance the program in such a way that benefits the City, PWD’s ratepayers, and the provider.

PWD encourages all entities that may be interested in collaborating with the Department on a drinking water kiosk program to prepare a response to this RFI. PWD intends to use this information to plan for and identify sufficient resources for such a project. Responses to this RFI are considered non-binding, and will be used to assist the Department in performing information gathering for planning purposes.

RFP for 2016 CoC New Rapid Re-Housing Projects

The Office of Supportive Housing, the Collaborative Applicant for HUD Continuum of Care funding, is seeking proposals for new Rapid Re-housing projects for individuals and families experiencing homelessness, including youth ages 18-24. Rapid Re-housing provides tenant-based rental assistance and supportive services to help individuals and families who are homeless move as quickly as possible into permanent housing. Selected proposals will be submitted as part of Philadelphia’s Continuum of Care Application to HUD on or before September 14, 2016. An informational briefing will be conducted Friday, July 29, at 2:30 p.m. at 1401 JFK Blvd, 16th Floor., Room Z. Proposals are due August 12, 2016.

RFP for 2016 New Projects for Permanent Supportive Housing for People Experiencing Chronic Homelessness

The Office of Supportive Housing, the Collaborative Applicant for HUD Continuum of Care funding, is seeking proposals for new Permanent Supportive Housing projects for individuals and families experiencing chronic homelessness. Funds may be requested for: property acquisition, rehabilitation, new construction, leasing, rental assistance, operating, supportive services, and program administration. Permanent Supportive Housing provides affordable housing and supportive services for people with disabilities to help them end homelessness and move toward greater independence. Housing First is an approach to quickly connect people experiencing homelessness to permanent housing without preconditions and barriers to entry, such as sobriety, treatment or service participation requirements. Selected proposals will be submitted as part of Philadelphia’s Continuum of Care Application to HUD on or before September 14, 2016. REQUEST FOR QUALIFICATIONS FOR UNDERWRITERS, REMARKETING AGENTS AND COMMERCIAL PAPER DEALERS

The Office of the City Treasurer is seeking responses to this request for qualifications (“RFQ”) in order to select firms to serve as senior and co-managing underwriters with respect to certain City of Philadelphia (the “City”) General Obligation Bonds (“GO”), Other Tax-Supported Bonds (“OTS”), Airport Revenue Bonds (“Airport”), Philadelphia Gas Works Revenue Bonds (“PGW”), Water and Wastewater Revenue Bonds (“Water”) (collectively the “Bonds”) and Tax and Revenue Anticipation Notes (“Notes”).

The City encourages responses from minority, female, and disabled owned firms.

IMPORTANT INFORMATION:

The City has imposed a Quiet Period related to this RFQ. The Quiet Period began when the RFQ was issued, and will end once selections have been made and posted on the City’s RFP website.

During this Quiet Period, we are not scheduling general marketing meetings with underwriters and do not want to receive unsolicited pitch emails or books from underwriters.

Streets Department RFIQ - Wireless Commons Carrier in PROW Meeting

To further the City’s objective, the City posts this Request for Information and Qualifications (RFIQ) to seek information regarding "best practices" and proven approaches in all critical subject matter areas required for successful installation, and management of small cell and DAS equipment to be located in the PROW and on City facilities. Wireless Network - Request for Information

OIT works with the city’s IT Community to develop a comprehensive portfolio of online services and technology solutions that meet the needs of the city’s diverse residents, businesses, government entities, and employees. OIT requests ideas for the development and expansion of a citywide broadband infrastructure to provide a wireless network supporting public safety, municipal services and high speed internet access supporting community-based organizations. The information obtained from this Request for Ideas (RFI) will be used by the City as a basis for further discussion and the possible development of a Request for Proposals.
