The City of Philadelphia (“City”) is embarking on an initiative to modernize its administrative business processes and related legacy technology systems that currently support its business operations. As part of this initiative, the City intends to procure a new Treasury Management System (TMS). The City, through its Office of Innovation and Technology (OIT) on behalf of the City Treasurer’s Office (CTO), has issued this Request for Information (RFI) in order to solicit statements of interest, capabilities, and Rough Order of Magnitude (ROM) cost estimates from all Respondents interested in, and capable of, providing commercial off-the-shelf (COTS) software as part of the City’s solution.

Responses to the RFI must be submitted by December 15, 2017 before 5:00 PM (Local Philadelphia Time).

Request for Information for Investigative Case Management System

The Office of the Inspector General (“OIG”) seeks an electronic Case Management System (CMS) that can track all of the office’s ongoing and historical casework and productivity. Such a system will, ideally, also help the office examine and analyze activity over longer periods of time through statistical evaluation and reporting. The OIG, through the Office of Innovation and Technology (OIT), has issued this Request for Information (RFI) in order to solicit statements of interest, capabilities, and Rough Order of Magnitude (ROM) cost estimates from all Respondents interested in, and capable of, providing a commercial off-the-shelf (COTS) CMS.

RFI for New Criminal Offender Management and Processing Arraignment System

The City is embarking on a significant initiative to modernize itsadministrative business processes and related legacy technology systems thatcurrently support its business operations. As part of this initiative, the Cityintends to replace its current Preliminary Arraignment System (PARS) with asolution based on commercial off-the-shelf (COTS) software. The purpose of thisRFI is to solicit statements of interest, capabilities, and Rough Order ofMagnitude (ROM) cost estimates from all Respondents interested in, and capableof, providing an arrest to preliminary arraignment packaged software productsolution.

 

The City, through its Officeof Innovation and Technology (OIT), is seeking to identify a packaged softwaresystem appropriate for the Criminal Offender Management and ProcessingArraignment System implementation project. Respondents are asked to provide OITwith information regarding their available packaged technology products andsolutions. OIT intends to use information obtained through this RFI to identifya packaged software product solution for use by the Courts (First JudicialDistrict of Pennsylvania), the Philadelphia Police, and the Office of theDistrict Attorney, all of which use the present PARS system.

Request for Expressions of Interest for A TAXABLE LOAN for the use of the New Police Headquarters.

The City of Philadelphia (the “City”) is issuing this Request for Expressions of Interest (the “REI”) in order to solicit proposals for the provision of a loan (the “Loan”) to 400 North Broad Partners, L.P. (“Landlord”) for the purpose of renovation and improvements to the property described below (the “Property”) together with certain other costs. The Property will be leased (the “Lease”) from Landlord to the Philadelphia Authority for Industrial Development (“PAID”) and subleased (the “Sublease”) from PAID to the City.

The City is conducting a competitive process for the provision of the Loan. The Loan will be secured by an assignment of the City’s rental payments under the Sublease. The Sublease will be assigned by PAID to Landlord and then by Landlord to the lender as security for the Loan. Sublease payments by the City will at least equal the Loan payments due the lender by Landlord. Lender will be provided with names of owners of the SPE and all owners will comply with lender regulatory requirements for borrowers.

Request for Information for Nursing Home Operator

The City of Philadelphia’s Department of Public Health (“Department”) is inviting Respondents to express interest in providing high quality nursing home services for the residents of the Philadelphia Nursing Home (PNH), located at 2100 West Girard Avenue, Philadelphia, PA 19130 (Facility).

The Department is not seeking proposals that detail how nursing services would be provided at PNH. The purpose of this request is only to identify organizations that have the capabilities of providing these services and that might have an interest in providing them at PNH. The Department expects to use information obtained from this RFI to develop a future Request for Proposals (RFP) in order to select an organization to provide high quality nursing services.

Request for Expressions of Interest for PGW Bank Facility

The City of Philadelphia (the “City”) is seeking proposals for the provision of a Line of Credit (the “Facility”) for the Philadelphia Gas Works (“PGW”) in the amount of $120,000,000 for advances to be evidenced by the purchase of Gas Works Capital Project Commercial Paper Notes, Subordinate Series (1998 General Ordinance) (the “Project Notes”) and Gas Works Revenue Notes, CP Series (the “CP Notes”).

The City is conducting a competitive process for the provision of the Facility. The Facility will provide for advances, up to $120,000,000, to be made from time to time to purchase Project Notes and/or CP Notes secured by and payable from the sources described herein. Advances which are repaid may be re-borrowed by the purchase of additional Project Notes and/or CP Notes. As described herein, the CP Notes and the Project Notes are on a parity in right of payment from Gas Works Revenues with debt service on Subordinate Bonds (as defined in the 1998 General Ordinance) and payments due in respect of obligations of PGW on a parity with Subordinate Bonds.

RFI for the Acceptance of Pre-Processed Food Waste

The Philadelphia Water Department (PWD) seeks to examine the alternative to the landfill disposal of food waste through the co-digestion of food waste at either the Southwest or Northeast Water Pollution Control Plant (WPCP). PWD has assessed anaerobic digester capacity for a pre-treated liquefied food waste and has determined that there is excess capacity, representing a prime opportunity for food waste co-digestion. PWD is now seeking to refine an implementable process by which a vendor could deliver a high quality liquefied food waste to the anaerobic digesters at a WPCP.
