January 7, 2014 - Following an OIG investigation, the City of Philadelphia and Philadelphia Gas Works reached a no-fault agreement with Danella Companies, Inc. to settle claims it overbilled for construction materials for paving jobs, including paying more than $2.3 million to the City and PGW.

REQUEST FOR QUALIFICATIONS FOR UNDERWRITERS, REMARKETING AGENTS AND COMMERCIAL PAPER DEALERS

The Office of the City Treasurer is seeking responses to this request for qualifications (“RFQ”) in order to select firms to serve as senior and co-managing underwriters with respect to certain City of Philadelphia (the “City”) General Obligation Bonds (“GO”), Other Tax-Supported Bonds (“OTS”), Airport Revenue Bonds (“Airport”), Philadelphia Gas Works Revenue Bonds (“PGW”), Water and Wastewater Revenue Bonds (“Water”) (collectively the “Bonds”) and Tax and Revenue Anticipation Notes (“Notes”).

The City encourages responses from minority, female, and disabled owned firms.

IMPORTANT INFORMATION:

The City has imposed a Quiet Period related to this RFQ. The Quiet Period began when the RFQ was issued, and will end once selections have been made and posted on the City’s RFP website.

During this Quiet Period, we are not scheduling general marketing meetings with underwriters and do not want to receive unsolicited pitch emails or books from underwriters.

Airport Network Programming RFP

Streets Department RFIQ - Wireless Commons Carrier in PROW Meeting

The City of Philadelphia (City) is interested in utilizing City-owned facilities and public right-of-ways (PROW) to facilitate the implementation of small cell and distributed antenna systems (DAS) throughout the city. To further the City’s objective, the City posts this Request for Information and Qualifications (RFIQ) to seek information regarding "best practices" and proven approaches in all critical subject matter areas required for successful installation, and management of small cell and DAS equipment to be located in the PROW and on City facilities. The City further seeks to identify vendors with the qualifications, including substantial experience and technical and financial capacity that are necessary for this initiative.

Wireless Network - Request for Information

The Philadelphia Office of Innovation and Technology (OIT) is the central IT organization that oversees the technology infrastructure for the City. OIT works with the city’s IT Community to develop a comprehensive portfolio of online services and technology solutions that meet the needs of the city’s diverse residents, businesses, government entities, and employees. OIT requests ideas for the development and expansion of a citywide broadband infrastructure to provide a wireless network supporting public safety, municipal services and high speed internet access supporting community-based organizations. The information obtained from this Request for Ideas (RFI) will be used by the City as a basis for further discussion and the possible development of a Request for Proposals. Suppliers wishing to respond to this RFI should read this document carefully and follow the guidance for responding.

Supportive Housing

The City of Philadelphia’s Office of Supportive Housing is seeking proposals for permanent supportive housing or rapid re-housing projects. Potential applicants for new project funding must be private non-profit organizations with tax-exempt status under Section 501(c)(3) of the 1986 IRS Code as amended. The maximum request for a project under this RFP is $1,000,000. The City anticipates that HUD may provide bonus funding for new permanent housing projects that serve chronically homeless individuals and families.

Procurement Modernization RFI

The Procurement Department with the Office of Innovation & Technology (OIT) is seeking to obtain information from the vendor community in assessing the strategies and tools available in addressing the modernization of its Procurement System. Procurement is interested in a Software-as-a-Service (SaaS) model. Furthermore, the City may be open to fully outsource management of the solution, including vendor and end-user support, marketing and administration of cooperative agency usage, and training. Attendance at the July 11th Vendor Conference is encouraged. All responses are due by Friday, August 15, 2014, 5:00 pm (Local Philadelphia Time). 
Status Update
The City anticipates posting an RFP for this system modernization opportunity in the early part of calendar year 2015.
