The Procurement Department with the Office of Innovation & Technology (OIT) is seeking to obtain information from the vendor community in assessing the strategies and tools available in addressing the modernization of its Procurement System. Procurement is interested in a Software-as-a-Service (SaaS) model. Furthermore, the City may be open to fully outsource management of the solution, including vendor and end-user support, marketing and administration of cooperative agency usage, and training. The City of Philadelphia is seeking information from 501(c)(3) organizations who might be interested in partnering on future Financial Empowerment Centers. The Financial Empowerment Centers offer free one-on-one financial counseling to anyone over the age of 18, though our primary target demographic is low-income Philadelphians. The Centers are housed in non-profit organizations offering complementary services, such as housing, legal aid, social services, benefits access, and education. This RFI seeks to ascertain what organizations are providing services that may be complementary to those provided by the Financial Empowerment Centers so that we may strategically expand and replicate the project in the future.
