            This is supervisory planning work within the City’s central planning agency responsible for guiding the physical and environmental development of the city, or in a large operating department responsible for planning, developing, and implementing an aspect of the City’s environmental, or transportation programs.  Employees perform work in the Planning, Environmental Planning, Urban Design or Airport specialty.  An employee in this class, plans, assigns, reviews and coordinates the activities of lower level planners in the area of specialization.  Interacting with other agencies, community and business groups and individuals is significant to the work.  Work is performed under the direction of a higher-level city planner or administrative superior.


ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)


1.    Employees must perform supervisory city planning work in the area of specialization.

2.    Only two positions will be allocated to the Airport Specialty in the Department of Commerce Division of Aviation.






            Plans, assigns, reviews and coordinates the work of lower level planners in the area of specialization; prepares performance reports for subordinate staff; assigns aspects of projects to subordinates; determines data required; directs the collection and analysis of data; reviews recommendations and proposals by subordinates and others; determines methods and procedures for study; develops guidelines and establishes priorities for subordinates; reviews work for adherence to planning standards.

            Attends Commission, Council, inter-agency, and community meetings to recommend, develop and interpret planning programs; serves as a member of technical committees in area of specialization; interfaces with elected officials and the press as directed by the Executive Director or Commissioner.

             Attends management and personnel training courses, as needed; assists higher level management by leading teams or staff committees to carry out projects and tasks; coordinates planners’ review of proposals needed for developer selection and ranking or comparison of competing projects; provides technical advice, assistance, and information to agencies, groups and individuals in the area of specialization.  

            Prepares performance reports for lower level staff and discusses performance issues; considers goals for future work and performance when evaluating employees; utilizes coaching methods and techniques, as necessary.

            Performs related work as required.




City Planning Commission Positions


All Assignments


            Supervises team of geographically-assigned staff; leads team staff meetings; prepares work program for staff unit in consultation with other agency managers.

            Maintains the City’s comprehensive plan; prepares comprehensive, district, and neighborhood plans; works to implement projects recommended in plans; arranges neighborhood public commission meetings and participates in community-based planning processes.

            Maintains working relationship with civic associations and community groups; prepares blight certification and redevelopment reports; reviews plans including redevelopment projects and urban renewal plans; gives oral presentations of projects and recommendations at monthly Commission meeting and other events; prepares grant applications and manages grant-funded studies performed by consultants; meets with staff of related agencies and organizations; participates in annual Capital Program process and meets with other departments to determine project funding priorities; plans, analyzes, and coordinates transportation projects to ensure alignment with the capital budget and city-wide and Streets Department priorities.

            Supervises GIS analysis and preparation of Flood Insurance Studies (FIS) map; uses Geographic Information Systems (GIS) mapping software to review geographic data and graphics for the purpose of geographic planning projects.


Community and Strategic Planning Assignment


            Acts as the principal planning representative and performs a wide range of planning services for an assigned City district comprised of a number of areas; supervises the preparation of comprehensive, neighborhood and district plans and generalized area plans; collaborates with other staff to utilize their expertise in the plan; directs the work of student interns; directs the interpretation of planning policy to community groups; develops strategies and methods for effective community participation in the planning process;

            Collects data and survey areas for mapping of data; analyzes information by preparing alternatives or by examining susceptibility to change, market studies, issues, trends, strengths, weaknesses, opportunities, threats or recent investment; formulates recommendations, strategies and implementation actions; prepares recommendations for disposition of property; presents findings and recommendations at staff meetings, board meetings and community meetings; develops the nature and scope of detailed plans for major development projects;

            Develops an economic development program as it relates to unemployment, industry, development, land utilization, etc., and to capital investment and the general economy of the City.

            Discusses and makes recommendations on urban design problems; analyzes physical, ecological, financial, and regional implications of proposals; determines neighborhood response to proposal; discusses design proposals and problems with public development agencies, and developers.

            Provides technical assistance to community groups; solicits information from the community to establish priorities, determine problems and develop proposals; responds to community concerns by providing information on the purpose of specific programs and the City’s role in solutions to problems; guides the Commission and the community toward the development of compatible solutions to problems; attempts to resolve differences and effectuate compromise promise prior to presentation to the commission; informs the commission of the community’s opinion on issues and proposals; prepares and implements community outreach strategies for plans and projects.

            Performs project management duties as assigned by the division director; manages the process for consultant studies; ranks and compares consultants in collaboration with other staff; works with administrative staff on contract review and approval; oversees and edits the work of consultants; assists with community outreach during the consultant study.


Development Planning and Zoning Assignment


            Develops studies of zoning planning activities; evaluates zoning proposals from business and community groups; researches and evaluates zoning plans of other cities; reviews councilmanic ordinances and zoning board cases for effect on zoning practices; makes recommendations for revision to the City zoning and planning codes.

            Oversees the preparation and processing of changes to the official city plan; oversees updating of zoning maps; undertakes zoning remapping projects; serves as liaison with business associations and community groups for zoning projects.


Transportation Planning Assignment - Streets Department


Directs the planning and programming of capital projects through the Regional Transportation Improvement Program and the capital budget; ensures compliance with the provisions of federal, state and local rules, regulations and guidelines.

            Determines project needs and establishes priorities through internal coordination with project managers, engineers, budget officers, accountants, and attorneys and external coordination with city departments, community groups and non-profit organizations.

Oversees preparation and submission of funding obligations, reimbursement agreements and funding initiations; oversees all project costs to ensure reimbursement of all eligible project costs; establishes compliance with all funding requirements to ensure timely reimbursement for federal aid projects; prepares funding applications and project reports and audit documentation as needed.

Oversees Environmental Clearance process; ensures preparation and submission of appropriate documentation.




            Develops a specific aspect of the City's environmental management program such as urban development planning, waste management planning, and other areas relating to environmental issues, strategies and regulations; ensures compliance with the provisions of City, State, Federal and environmental rules, regulations and guidelines; establishes long and short range program goals and objectives. 

            Develops environmental review guidelines for urban development projects; delineates areas of impact to be considered and level of assessment to be used; initiates preliminary environmental reviews during project planning stage; requests alternative methods of project implementation; suggests possible alternatives.

            Directs the compilation of environmental review statements; assigns qualitative and quantitative levels of assessment; maintains current listings of administrative actions for which environmental impact statements are being or have been prepared; details areas of concern, assignments, progress of work and explanations of any delay.




            Supervises the preparation and testing of site and building controls and design guidelines for specific development parcels, development projects and special districts; reviews building designs, site plans, streetscapes and landscapes for conformance with zoning controls, development controls and design guidelines; reviews designs for public spaces including consideration of such factors as pedestrian usage, landscape standards, lighting, adjoining land uses, transportation linkages and access, signage and public art.

            Prepares prospectuses and requests for proposals for individual development sites; prepares redevelopment strategies for neighborhoods and specific development districts including preparation of recommendations on land and other uses; directs the work of planning commission staff in the development of standards, controls, and guidelines for the design and development of public spaces such as streets, pedestrian spaces, plazas, transit access spaces, and other civic and public spaces; coordinates with developers, special interest groups, community groups and other City departments and agencies in this work.

            Manages Civic Design Review of projects as required; presents findings to Civic Design Review Committee and Commission.




            Supervises subordinate staff in the development of feasibility and environmental studies, and preparation, review and approval of designs, specifications and cost estimates for the Airport master plan; ensures planning work of staff complies with Federal Aviation Administration (FAA) regulations as they relate to airport sustainability. 

            Directs and coordinates the activities of departmental staff and consultant architects, engineers, and planners; reviews recommendations and proposals by subordinates; determines methods and procedures for study; assists in developing guidelines for studies and reviews work for adherence to planning standards; reviews and provides input to Geographic Information Systems (GIS) data.

            Supervises requests for the construction and/or renovation of Airport facilities through Airport planning division; directs and may prepare schematic design concepts; assigns and reviews preliminary and final designs, specifications and cost estimates; coordinates planning activities with engineering activities.

            Supervises the design and implementation of projects such as runway repair and sidewalk construction; directs airport staff and consultants in preparing pre-design, design, bidding, and interfaces with outside contractors and tenants to ensure the completion and closeout of projects in a competent and timely manner.

            Supervises staff in the development of comprehensive plans and programs for the utilization of the land, and development of physical space at Airport; confers with superior and other Airport stakeholders in assisting in developing planning strategies to increase airfield capacity as well as improve and expand existing airport facilities.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE  (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.  Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 4/17.)






            Completion of a bachelor's degree in engineering, applied science or urban and regional planning at an accredited college or university including or supplemented by coursework in environmental science or ecology.





            Three years of technical environmental city planning experience.





            Two years of technical environmental city planning experience at the advanced performance level.






            Completion of a bachelor's degree from an accredited college or university in architecture, landscape architecture, or urban design.





            Three years of technical city planning experience in architectural design, urban design, streetscape design, site planning, or public open space design.





            Two years of advanced performance level experience in architectural design, urban design, streetscape design, site planning, or public open space design.






            Completion of a bachelor's degree from an accredited college or university in city or regional planning, or a related field.





            Three years of technical city planning experience.





            Two years of technical city planning experience at the advanced performance level.






            Three years of geographic information systems work.





            Two years of specialized geographic information systems work designing, maintaining, and producing geographic data and graphics for city planning projects.






            Completion of a bachelor's degree program at an accredited college or university with major coursework in City or Regional Planning, Environmental Planning, Transportation Planning, Aviation Planning or a closely related field.




Three years of technical planning experience





            Two years of environmental planning experience at the advanced performance level with responsibility for planning and implementing sustainability and environmental impact studies for an airport.




            Two years of transportation planning experience at the advanced performance level for an airport or other major transportation terminal with responsibility for planning and implementing the design or development of capital projects.




            Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources that has included completion of a bachelor's degree as an educational minimum and the specific experience as indicated above.


NOTE:            Completion of Master's degree program in a field determined to be appropriate to the area of specialization will be considered equivalent to two years of the general experience requirement.

NOTE: Selective Factor Certification may be utilized, as needed, to fill specific positions.

In accordance with Civil Service Regulation 11.032 - Selective Factor Certification – the appointing authority may request certification of eligible candidates with the specified training and/or experience to fill specific positions in this class. Certification to fill such position will be made from the two highest ranking eligible candidates on the eligible list who possess the specified qualification.




            Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
