The documents contained on this page are a series of three issue briefs from the Office of the Youth Ombudsperson (OYO) which address our three major recommendations for congregate care placement: (1) Reduce the Use; (2) Improve the Quality; and (3) Improve Aftercare Services.

The issue brief series is published in reverse order, to recognize that improvements for youth currently in care should be prioritized. Expect to see the final installment about reducing the use uploaded in July 2024!
