DEPUTY RECREATION COMMISSIONER
GENERAL DEFINITION
This is managerial level recreation work directing the Programs division of the Recreation Department. The employee in this class is responsible for recreation program development and implementation and for directing departmental response to public demand for expanded and innovative recreation programs and services. Work includes establishing goals and objectives for the division and participating in the formulation and implementation of department policy. Establishing, maintaining and improving relationships with employees, community groups, the business community, other city officials, contractors and the general public are important aspects of the work.
The employee reports to the Recreation Commissioner.
ALLOCATING FACTORS: (The following conditions must be met for a position to be approved for this class.)
- The employee must direct all operations of the Recreations Department's Program division.
- The employee must report to the Recreation Commissioner.
- One position will be allocated to this class.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Plans, organizes, coordinates, reviews, evaluates, and directs the implementation of programs providing recreational services to the general public; directs, through subordinate supervisors, the administration of such programs as recreation centers, playgrounds, ice rinks, swimming pools and other specialized facilities and activities on a district or city-wide basis; develops, interprets, and implements policies and procedures relating to recreation programs; plans means of service delivery; determines staffing needed to provide adequate programming throughout the City; directs, through a subordinate manager, the operation of a large summer camp; develops multi-year plan for the direction of overall recreational programming for the City; provides direction and technical advice and assistance to athletic
organizations and volunteer organizations in their recreational/athletic pursuits; oversees their compliance with department procedures.
- Works with representatives of the business community, non-profit organizations, professional sports teams, and colleges and universities to secure support for department programs; participates with other department personnel in developing fundraising proposals and projects; establishes working relationships with volunteer support organizations; oversees the work of advisory councils in providing programming, volunteer support and fee classes; works with a variety of community organizations and individuals to develop, revise and implement recreation programs designed to meet the needs of specific communities and recreation facilities.
- Analyzes division organizational structure, staff responsibilities and staff response to demands for recreation programs and services; revises existing programs and services and develops new programs and services to meet changing demands; develops and implements initiatives intended to change and improve employees' provision of service to, and interaction with the public; assigns and rotates staff as determined appropriate; communicates department policy and philosophy concerning provision of service and relationship with the public to division employees; participates in, and leads interdivisional teams formed to develop programs, policies and solutions to specific problems.
- Works with representatives of other city departments to develop and implement interdepartmental programs and services; defines recreation program role in improving overall quality of life in the city; defines role of recreation program in a variety of health, education and public safety initiatives; defines recreation program role in developing solution to societal problems; secures provision of services from other city departments.
- Prepares divisional budget; determines staffing requirements; develops divisional organizational structure; meets with union representatives regarding contractual obligations and union grievances; reviews divisional disciplinary actions.
- Performs related work as required.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 2/1995.)
- EDUCATION:
Completion of a bachelor's degree program at an accredited college or university.
AND
- GENERAL EXPERIENCE:
Eight years of administrative recreation experience.
AND
- SPECIFIC EXPERIENCE:
Four years of management level experience directing, through subordinate supervisors, a major segment of the City's overall recreation program.
Or any equivalent combination of education and experience determined to be acceptable by the Personnel Department that has included the education and specific experience described above.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
