FOOD PROGRAM COORDINATOR
GENERAL DEFINITION
This is administrative food program work coordinating, through administrative staff members and neighborhood site supervisors, a year round nutritional meal and snack program serving children at various remote sites throughout the city. 55
Work includes meeting with neighborhood, civic and religious groups and representatives of other City agencies to elicit cooperation with the year round food program, which consists of an After School Snack Program and Summer Food Program. Recruiting and selecting neighborhood site supervisory personnel and office staff, selecting and staffing food distribution sites, and training program staff are significant aspects of the work. Work is performed under the direction of an administrative superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
- The position must coordinate all operations of the year round nutritional meal and snack program for children.
- The position must be located in the Recreation Department.
- Only one position will be allocated to this class.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Directs, through subordinate temporary program staff, the After School Snack and Summer Food Program; coordinates food/snack distribution at recreation centers, community centers, playgrounds and playstreets; directs site coordinators in monitoring site operation for conformance to program guidelines; reviews reports of site operation; contacts site supervisor and vendor to address complaints and correct problems concerning food delivery and service; performs unannounced inspections of site operations to insure conformance to program guidelines.
- Selects and trains temporary program supervisory and office staff; recruits site supervisors; develops and conducts individual and group training sessions on program guidelines; develops and distributes annual training manuals to temporary and Recreation Department staff; meets with program officials to provide feedback concerning problems in adhering to program guidelines, and receives direction or changes in program guidelines and procedures.
- Meets with program officials, civic and community groups, and representatives of other agencies to explain program objectives and to elicit cooperation with program operation in the community; explains state requirements for site approval; meets with interested individuals at proposed sites to explain parameters of upgrading a site to meet State approval; approves sites if requirements are met; coordinates with other city departments to facilitate program activities; meets with School District officials to determine qualifying schools; confers with appropriate city departments when services are needed at distribution sites; confers with Procurement officials regarding vendor contract issues.
- Reviews program accounting records to ensure salary, vendor and miscellaneous expense data is maintained according to State and City guidelines; submits reimbursement vouchers to the State; estimates amounts necessary for annual program budget; prepares the budget for submission to the State supervisory agency; reviews vendor requests for payment for accuracy based on daily site reports; sends monthly statistics reports to the State for review; makes program financial and accounting records available for independent audit.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
- the regulations, rules, and guidelines applicable to the operation of the After School and Summer Food Program
- the methods and techniques used in the formation and operation of neighborhood service groups
- local community, civic and social organization as well as other resources for recruiting neighborhood workers
- the principles and practices of public speaking
ABILITY TO:
- coordinate the activities of a large number of site supervisors in a program designed to provide meals and/or snacks to children
- prepare substantiating financial and administrative documentation necessary for food program funding
- express ideas effectively both orally and in writing
- establish and maintain effective working relationships with program officials, associates, neighborhoods, and civic groups, representatives of other City agencies, and recipients of the food service
- develop and conduct individual and group training sessions
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 8/04.)
EDUCATION
- Completion of a bachelor's degree program at an accredited college or university.
AND
EXPERIENCE
- Three years of experience coordinating the operation of food program distribution sites, insuring conformance to City and State program guidelines or providing the financial record keeping functions in a program designed to provide food service for children at remote sites.
OR
Any equivalent combination of education and experience determined to be acceptable by the Personnel Department.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of
a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
- Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of appointment as a Food Program Coordinator if required by work assignment.
