ASSISTANT RECREATION LEADER

(Bilingual)

(Parks and Recreation)

 

GENERAL DEFINITION

 

          This is participatory Parks and Recreation work teaching and leading cultural, environmental or athletic activities at a recreation facility or out-of-school time (OST) educational and enrichment activities at a Free Library of Philadelphia location.  The employees in the Parks and Recreation Specialty perform recreational services for participants at centers, playgrounds, gym facilities of nearby schools, and in park areas.  Work includes issuing equipment and supplies and supervising games and sports.  Work differs from the higher level classes by the absence of supervision over departmental personnel and lesser responsibility for program administration.  Duties require evening and week-end work. Employees in the Free Library Specialty lead and support out-of-school time programming, including after-school and summer learning activities, and promote positive youth engagement for children and teens at neighborhood branch libraries, regional libraries, and the Parkway Central Library. Employees allocated to this class typically work year round on a part-time basis. Work is performed under the supervision of a higher level recreation leader or librarian.

 

ALLOCATING FACTORS:  (The following conditions must be met for a position to be approved for this class.)

 

1.     Positions in this class must teach and lead cultural, environmental or athletic activities at a recreation facility or educational and enrichment activities at a Free Library of Philadelphia location.

2.     Positions must be located in the Department of Parks and Recreation or the Free Library of Philadelphia.

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

ALL SPECIALTIES

 

      Plans, organizes, and leads structured activities; provides instruction and guidance to participants and ensures activities are conducted in accordance with established program goals and procedures; maintains a safe, orderly, and inclusive environment; monitors participants and enforces rules, safety standards, and facility guidelines.

      Issues, monitors, and maintains supplies and materials required for assigned activities;

tracks attendance and participation and completes required reports or records; participates in staff meetings, trainings, and special events as required.

      Performs related work as required.

FREE LIBRARY SPECIALTY

 

      Organizes, leads, and supports out-of-school time (OST) programming for children and teens, including after-school and summer learning activities; provides homework assistance and academic support; assists participants with the use of computers and electronic learning resources for homework help; plans, develops, and implements informal learning activities that support literacy, STEM, arts, wellness, and social-emotional development based on community and participant needs and interests; adapts activities to meet the needs of diverse participants.

      Assigns work and provides guidance teen leadership assistants during program activities;

enforces program rules and expectations with participants.

 

PARKS AND RECREATION SPECIALTY

 

          Under the supervision of a higher level recreation leader or district manager, organizes, coaches, leads, and instructs groups in athletic activities such as flag football, basketball, softball, and soccer; and in cultural activities such as arts and crafts, drama and dance; conducts sport clinics.

          Supervises gymnasium, indoor and outdoor activities; participates in special events.

          Supervises game room activities and organizes tournaments; teaches new games and rules; maintains discipline.

          Issues supplies, equipment, and facility permits; prepares incident reports, registration forms, work order requests, and other types of paperwork.

          Attends staff and community meetings; establishes and maintains contact with community, civic, school, religious and social groups; keeps advised of community interests and events; serves on committees for district and city-wide recreation events; inspects playground and buildings to      supervise the proper use and care of recreation supplies, equipment and facilities; performs limited caretaker work and minor maintenance and repairs such as mopping and sweeping floors, changing light bulbs, and re-marking fields.

          May assign work to summer employees and volunteers.

         

 

BILINGUAL SPECIALTY

 

            Performs the duties shown above with members of a non-English language-speaking community.

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

 

KNOWLEDGE OF:

 

·       the philosophy and objectives of organized youth or community programs

·       group leadership as applied to structured programs and activities

·       equipment and supplies required to conduct assigned activities

·       athletic, cultural, environmental and social recreational activities for the Parks and Recreation Specialty

 

ABILITY TO:

 

·       establish and maintain effective working relationships with participants, associates and community members

·       to learn the principles and practices of first aid and CPR and administer them effectively

·       organize, teach and lead people of any age group in a variety of recreational and cultural activities after completion of a departmental training course for the Parks and Recreation specialty

·       exercise tact and judgment in maintaining good sportsmanship of participants in recreational activities for the Parks and Recreation specialty

·       learn departmental rules and regulations pertaining to assigned program activities

·       plan, implement, and adapt library-based learning activities that meet the diverse educational and developmental needs of children and teens for the Free Library specialty

·       interact effectively and professionally with cultural awareness among program participants, families, staff, and community partners

 

BILINGUAL SPECIALTY

 

            Ability to understand and speak the designated non-English language fluently and clearly.

 

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE  (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.  Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 3/26.)

 

PARKS AND RECREATION SPECIALTY

 

Option 1:

 

EDUCATION:

 

                    Completion of thirty (30) credits of course work at an accredited college or university.

 

AND

 

EXPERIENCE:

         

          Completion of the equivalent of three months of full-time paid experience leading participants in recreation sports leagues, day camps, aquatics, or other organized recreational, environmental or cultural activities. 

 

NOTE:          Completion of an additional thirty (30) credits of education as described above may be substituted for the experience requirement.

 

OR

 

Option 2:

 

EDUCATION: 

 

          Completion of the twelfth school grade.

 

AND

 

EXPERIENCE:

 

          Completion of the equivalent of six seasons (6 months per season) of Recreational Specialty Instructor experience leading participants in organized recreational activities for the Department of Parks and Recreation.

 

FREE LIBRARY SPECIALTY

 

 

EDUCATION: 

 

          Completion of the twelfth school grade.

 

AND

 

EXPERIENCE:

 

          Three years of part time experience as an After School Leader for the Free Library of Philadelphia.

 

NOTE:          Completion of an associates degree at an accredited college or university may be substituted for up to two years of the required experience.

 

OR

 

          Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources.

         

ADDITIONAL REQUIREMENT FOR THE BILINGUAL SPECIALTY

 

            Sufficient training and/or experience to be able to converse effectively in the designated non-English language.

 

PHYSICAL AND MEDICAL REQUIREMENTS

 

          Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
