SEWER MAINTENANCE SUPERVISOR
GENERAL DEFINITION
This is second supervisory level sewer maintenance work scheduling and coordinating
efforts of crews engaged in repairing and maintaining an assigned district of the City's sewer
system. An employee in this class is responsible for scheduling and prioritizing inspection and
maintenance of sewers, scheduling and coordinating the use of specialized equipment and field
crews for complex maintenance and repair projects, inspecting the City's sewer lines on a
recurring basis, assigning work crews to repair or maintain sewer structures and inspecting work
done under contracted agreement. Employees in this position perform evening, weekend and
holiday stand-by duty. Work is performed under the direction of the Sewer Maintenance
Superintendent
ALLOCATING FACTORS: (The following conditions must be met for a position to be approved for this class.)
- Work must be performed within the Water Department.
- The position must supervise subordinate Sewer Maintenance Crew Chiefs II.
- The position must report to a Sewer Maintenance Superintendent.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Oversees the inspecting, cleaning, repairing and proper operation of the sewer and storm
water collection systems within an assigned area of the City; reviews the work of subordinate
crew chiefs responsible for maintaining sanitary sewers, combined sewers, storm water conduits
and streams; directs the repair of collection conduits, chambers, access holes, inlets, headwalls
and endwalls.
- Schedules systematic inspections of sewers by work crews; studies photos and video tapes
for defects or deterioration of sewer lines; determines methods and materials for repairing
sewers; supervises repair crews through subordinate supervisors; visits work sites of major jobs
in progress to check work and to ensure adherence to proper procedures and safety standards;
assigns and coordinates the work of specialized crews including drainage right of way and rat
control crews. Schedules and coordinates the use of specialized sewer cleaning, inspection and
repair equipment.
- Recommends whether repair and construction work should be done by department
personnel or by private contractors; evaluates new maintenance techniques, equipment and
materials; prepares sketches of sewer lines; inspects contracted repair and reconstruction projects
and recommends their acceptance or rejection; coordinates the work of City crews with that of
privately contracted workers and equipment.
- Meets with outside agency officials such as DER and EPA representatives and cooperates
with them on environmental concerns; meets with officials from neighboring townships to
discuss flows originating from those townships into City sewer lines; negotiates and coordinates
repair and maintenance projects with state traffic engineers and repair personnel on the
maintenance of state roadways within the City of Philadelphia; coordinates repair and
maintenance activities with other utilities.
- Plans, coordinates, and cooperates with departmental engineers and representatives of
other City departments in scheduling repair work; prepares timetables for the DER on repairs
that involve spillage into rivers and streams; prepares statistical reports for the Law Department;
prepares informational reports on equipment for budgetary purposes; makes recommendations
on the purchase of new equipment.
- Assigns personnel to crews and shifts; acts as reviewing officer for grievances and
hearings in disciplinary matters; meets with union representatives to resolve labor problems.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- methods, practices, materials, equipment and tools used in the inspection, maintenance, and repair of sewer structures, inlets and sewer lines.
- the occupational hazards present, and safety precautions used in maintenance and repair
work.
- the general physical layout, and component structures and appurtenances of the municipal
- principles and practices used in inspecting sewers, water mains, gas lines or similar
public facilities.

ABILITY TO:
- determine, by visual inspection, the structural weaknesses, defects and repair needs of
sewer structures.

- interpret inspection data and recommend types of sewer repair needed.
- interpret to subordinates the more complex sewer construction plans or blueprints.
- draw sketches and diagrams for inclusion in blueprints.
- resolve labor disputes.
- supervise several crews engaged in sewer maintenance and repair work.
- maintain records and prepare reports on sewer maintenance.
- establish and maintain effective working relationships with associates, representatives
from outside organizations, and from the community.
- present ideas effectively, both orally and in writing.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement
represents the minimum training and experience standards which will be used to admit or reject
applicants for tests. Applications submitted by candidates for this class will be reviewed based
on training and experience requirements as approved on 12/92).
EDUCATION:
- Equivalent to completion of the twelfth school grade.
AND
GENERAL EXPERIENCE:
- Five (5) years of experience in installation, repair, or maintenance of sewers.
AND
SPECIALIZED EXPERIENCE:
- Two (2) year of directing, through subordinate supervisors, at least two (2) crews of
employees engaged in semi-skilled or skilled work in the above area.
Or any equivalent combination of education and experience determined to be acceptable
by the Personnel Department.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS, AND/OR CERTIFICATES
- Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of appointment as a Sewer Maintenance Supervisor.
