PRISON TRADES WORKER 2

GENERAL DEFINITION
This is full performance level trades work in the area of specialization. Employees in this class work in a specific trade in the City's Prison Department. This class differs from the next lower-level class in that employees are required to utilize diagnostic skills to solve complex and complicated equipment problems. Work differs from that of corresponding trades classes in that employees are responsible for the custody of a small group of inmates and instructing them in the elements of the trade. They are also responsible for performing guard duties as required.
Work involves exposure to disagreeable environmental conditions and moderate physical effort. Employees report to a higher-level maintenance superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be approved for this class)
· Position must be responsible for performing trades work in a specialty requiring the use of diagnostic skills and equipment to solve complex and complicated equipment problems.
· Position must be responsible for the custody of a group of inmates to school them in various aspects of the trade.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
ALL SPECIALTIES
· Receives work assignments for various maintenance and repair tasks; utilizes trades' skills in diagnosing a variety of equipment malfunctions; reads, lays out and interprets schematics and diagrams; prepares estimates of time, materials and tools necessary to complete projects.
· Explains, demonstrates and instructs prison inmates in the methods and practices involved in the trades specialty; assigns work to inmates and inspects and reviews work upon completion to ensure proper performance; points out problems and discrepancies in inmates' work and gives advice where necessary; keeps order and discipline during work; searches inmates for contraband; suppresses disorders; watches for and reports unusual conditions or disturbances.
· Performs related work as required.
AUTOMOTIVE SPECIALTY
· Repairs all types of electrical and internal combustion fueled vehicles and equipment including trucks, automobiles, ancillary equipment and their related mechanical, electrical, hydraulic, pneumatic and computerized systems; determines cause of malfunctioning; repairs, replaces and adjusts such parts as brakes, steering systems, pumps, hydraulics rams and all other automotive vehicle parts and systems; performs semi-annual and annual state safety inspections and emission control inspections of vehicles; performs emergency road service
· Inspects switchgear, transformers, relays, motors, electrical control equipment and power distribution systems up to 13.2 KV for proper functioning using ammeters, voltmeters, meggers and other testing devices; locates non-functioning or malfunctioning component; shuts down or switches to standby line; disconnects units; tears down components and repairs or replaces worn or damaged parts; rebuilds and replaces components; lays out, assembles, installs, and tests electrical apparatus and wiring for power and light; uses hydraulic bender to shape conduit to contour of surface; connects wiring to switches, controls, and circuit breakers; inspects a variety of electrical appliances such as sterilizers, heaters, floor scrubbers, circulatory pumps, and dishwashers for operating efficiency; disconnects, disassembles, cleans, repairs, and replaces worn or damaged parts; may erect and work from scaffolding and ladders.
ELECTRONIC-LOCKSMITH SPECIALTY
· Inspects malfunctioning electronic lock devices to determine the cause of problem; uses small hand tools to remove locking devices for cell doors, lockers and other security obstacles; disassembles locking devices; inspects defective electronic parts to determine malfunction; uses electronic diagnostic equipment to analyze systems and identify problem areas; repairs and replaces defective parts; tests for proper operation of locking devices; reassembles locking device and installs into proper fixture
Shapes metal objects, using lathes, shapers, milling machines, drill presses, and similar metalworking power equipment; uses taps, dies, reamers, files and other hand tools to finish objects; uses micrometers and other precision-type measuring instruments to gauge work and determine accuracy; dismantles equipment such as motors, pumps, engines, compressors, and laundry equipment; locates source of poor or inadequate performance, and makes necessary repairs; assembles and tests equipment; makes repairs to a wide variety of appliances, tools, furnishings and other metal objects; maintains metal working hand tools and power machinery; fashions shafts, bearings, gears, fiber insulators, valve stems, machine parts, strap brackets, jigs, and a wide variety of other items of machinery and equipment; refaces valves and flywheels; rebabbits bearings, cuts keyways.
MAINTENANCE MECHANIC SPECIALTY
· Utilizes several mechanical and/or building trades skills in performing maintenance and repair work; services a variety of machinery and equipment such as generators and motors; lubricates mechanical components; uses welding equipment to weld, braze, solder and fashion metal parts; applies paint, stain, varnish and other finishing’s to buildings and other physical structures; installs and repairs plumbing fixtures; performs cement finishing tasks; maintains fencing; repairs roof leaks; installs and maintains lighting fixtures and other electrical apparatus.
PLUMBING & HEATING SPECIALTY
· Tours buildings and facilities to identify plumbing and associated heating equipment problems such as flooding, leaking and equipment breakdown; determines cause of malfunction; shuts down system to repair or perform preventive maintenance work; repairs damaged hot/cold water pipes, shut-off keys and valves; tests repaired lines, accessories and equipment for leaks and malfunction; may repair or replace steam and gas lines; cleans and unclogs grease traps, toilets and sinks; may clean and maintain radiation traps, hose cabinets for fire systems and drain lines from air conditioning units; may change oil in compressors, and take temperature and pressure readings on gauges; installs pipes and other fittings such as but not limited to backflow preventers and anti-siphon ages for quality water control; may install associated heating equipment such as boilers and heat exchangers; may work with other trades personnel in the maintenance, repair and installation of the plumbing systems and accessories, and associated heating equipment; may make use of blueprints and written specifications; prepares estimate of time and material.
· Inspects a wide variety of damaged metal parts or equipment to determine kind of metal or nature of work to be repaired, and tools, equipment and materials to use; performs welding to repair or rebuild damaged metal parts or equipment; welds to remove or build-up damaged metal parts or equipment, using acetylene gas, metallic inert gas (MIG), tungsten inert gas (TIG), or electric equipment such as thermal or oxy-acetylene torch; cuts, molten, brazes and solders damaged metal parts; uses hammers, wrenches, tools and related equipment as necessary; may weld to remove or build-up damaged plastic or fiberglass parts; designs and fabricates replacement parts such as but not limited to iron fences, gates and locks; attaches fabricated metal parts to parent structures or equipment; may make use of blueprints and written specifications; prepares estimates of time and material.
STATIONARY ENGINEER SPECIALTY
· Maintains and repairs various types of mechanical equipment which are appurtenances of the high pressure system such as oil feed pumps, boiler feed pumps, vacuum pumps, circulating pumps, air compressors, hot water generators, circulating and ventilating fans, water softeners and similar mechanical, steam, or electrically operated equipment; turbines scale from tubes with pneumatic tools; replaces worn-out or damaged boiler tubes.
· Assigns stationary fireman and inmates in boiler room operation and maintenance duties; checks work upon completion; checks gauges to see that steam is maintained; adjusts levers and valves controlling the proper mixture of air and fuel to the combustion chamber; manipulates valves to admit water to boilers; takes temperature and pressure readings and records such readings in log book; performs minor repairs on refrigeration and other mechanical equipment; may replace expansion valves; may install new dryers; may repair leaks; packs valves and steam fittings.

KNOWLEDGE OF:

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards, which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 6/08.)
EDUCATION:
· Equivalent to completion of the twelfth grade.
EXPERIENCE
· Four years of experience in the area of specialization as a helper or apprentice.
OR
ELECTRICIAN SPECIALTY ONLY
Possession of a valid electrical contractor’s license, issued by the Philadelphia Department of Licenses & Inspections, at time of application.
OR
Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources.
NOTE:
Completion of an approved training course in the maintenance and repair of electronic locking devices is required for the Electronic Locksmith specialty.
NOTE:
Training in a post high school approved trade school curriculum in the designated specialty area for a minimum of six months up to a maximum of one year can be equated on a month-by-month basis for the general experience requirement.
NOTE:
For Electrician specialty, one year of the total years of experience must be in the installation or repair of electrical systems utilizing switchgears and relays, and powered by at least 440 volts.
PHYSICAL AND MEDICAL REQUIREMENTS
· Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES:
ALL SPECIALTIES:
· Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment.
Employees will be required to obtain any license or certification by federal, state and municipal mandate if required by work assignment.
AUTOMOTIVE SPECIALTY
· Possession of a valid proper class, official safety inspection license and emissions control license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment.
PLUMBING & HEATING SPECIALTY
· Possession of a Journeyman Plumber's license as issued by the Philadelphia Department of Licenses and Inspections.
STATIONARY ENGINEER
· Possession of a grade "A" Steam Boiler, Stationary and Refrigeration Engineer license as issued by the Philadelphia Department of Licenses and Inspections prior to the scheduled examination and during tenure of employment as a Prisons Trades Worker 2 (Stationary Engineer).
