This is supervisory trades work directing the activities of a crew of Prison Trades Worker I's in the Philadelphia Prisons in an area of specialization. Employees in this class direct trades workers skilled in the use of tools and equipment to perform various maintenance and repair tasks. Work is distinguished from that of generic supervisory trades classes by the responsibility for supervising prison trades workers who are responsible for the custody and instruction of a small group of inmates.
Work is performed under the supervision of a maintenance superior and requires occasional moderate physical effort.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- the methods, materials, tools and practices of the designated trades specialty.
- the occupational hazards and safety precautions of the designated trades specialty.
- the methods of erecting and using scaffolding, ladders and other positioning devices for the Carpentry, Masonry and Painting specialties.
- the methods, tools and practices used in the replacement of glass panes for the Carpentry and Painting specialties.
SKILL IN:
- mixing paints and stains, and matching and blending colors for the Painting specialty.
- the application of paints and other finishes with a brush, roller or spray gun for the Painting specialty.
- the care and use of tools, materials, and equipment used in the designated trades specialty.
ABILITY TO:
- supervise the work of a group of full performance trades workers and helpers.
- understand and follow oral and written instructions including diagrams, plans and blueprints.
- make estimates of work, time and materials.
- establish and maintain effective working relationships with prison officials and associates.
- project needs and to procure tools, equipment and materials in order to assure continuity of work.
- keep records and prepare work reports.
- work in a prison environment.
- supervise the work of prison inmates.
- erect and work from building frames and scaffolding for the Carpentry, Masonry and Painting specialties.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 11/1992.)
EDUCATION
- Education equivalent to completion of the twelfth school grade.
AND
GENERAL EXPERIENCE
- Four years of trades experience in the area of specialization.
AND
SPECIFIC EXPERIENCE
- Two years of experience in the area of specialization at the full performance level.
Or any equivalent combination of education and experience determined to be acceptable by the Personnel Department that has included the specific experience described above.
NOTE: Training in a post high school approved trade school curriculum in the designated specialty area for a minimum of six months up to a maximum of one year can be equated on a month by month basis for the general experience requirement.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of
a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
- Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment if required by work assignment.
- Possession of grade "A" stationary engineer's license issued by the Philadelphia Department of Licenses and Inspections prior to appointment and during tenure of employment as a Stationary Engineering Group Leader.
