URBAN PARK RANGER MANAGER
GENERAL DEFINITION
This is managerial level park ranger work for the Department of Parks and Recreation. An employee in this class directs, through subordinate supervisors, the operations of the Park Ranger Program. Work includes responsibility for identifying, planning, and implementing ongoing improvements to the City's Park Ranger Program and ensuring that ranger activities meet established park ranger standards. An employee in this class is responsible for recommending changes in policies and procedures to provide a safe and effective visitor experience and resolving difficult problem areas. Overseeing the operations of multiple ranger districts and managing the quality of visitor and administrative services provided is a significant aspect of the work. Work is performed under the general direction of an administrative superior.

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
Directs through Urban Park Ranger Supervisors the operations of the Parks and Recreation Park Ranger Program; assists with division-wide administrative and technical field duties; manages park ranger activities in City of Philadelphia Parks in carrying out law enforcement, Interpretive Services, facility, and resource protection and visitor services programs.
Assists in the development and implementation of long-range goals, policies, and procedures for the Park Ranger Program; develops and recommends ranger operating procedures and implements special projects; directs the on-going assessment and analysis of programs and services to determine the desirability of new programs and the effectiveness of current programs and services; trains lower level staff; develops annual park ranger operations budget; recommends allocation of funds within prescribed guidelines; monitors expenditures to ensure adherence to the final budget.
Represents the department in providing information on ranger/park activities to other departments, agencies, the media and the public, and serves as liaison to stakeholders, committees, and interest groups; attends staff, community and intra-agency meetings related to the Department of Parks and Recreation; establishes and maintains relationship with community and city agencies; negotiates ranger support contracts ad agreements with outside organizations.
Maintains accurate records related to ranger operations, including statistical reports, incident and accident reports.
Performs related work as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
· natural resource management and conservation principles
· environmental conservation and stewardship principles

· administrative and managerial policies, practices, and procedures as applied to the coordination of a Park Ranger programs
· basic computer knowledge
· laws, regulations and rules pertaining to the provision of recreation and park programs, such as ADA and playground safety regulations

ABILITY TO:
· train, direct and supervise, through subordinate supervisors the activities of staff engaged in the provision of park ranger services
· apply and enforce laws, departmental policies, rules and regulations governing park and recreation areas.

· direct and oversee the work of lower level park rangers
· establish and maintain relationships with various stakeholders, community partners, recreational advisory councils, City agencies and the general public

· identify, prepare and deliver appropriate training to lower-level park rangers
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 12/25.)
EDUCATION:
Successful completion of a Bachelors Degree at an accredited college or university with coursework in natural sciences, environmental studies, park management, park administration, criminal justice or a related field.
NOTE: Completion of an industry related certification and/or additional experience may substitute for the required bachelor’s degree on a year for year basis.
AND
GENERAL EXPERIENCE:
Three years of park ranger experience with responsibility for patrol and enforcement of park rules and regulations in a park system.
AND
SPECIFIC EXPERIENCE:
Two years of supervisory level experience directing a team park rangers and seasonal rangers in a large urban park system.
OR
Any equivalent combination of training and experience determined to be acceptable by the Office of Human Resources, which has included the specific experience described above.
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
Possession of First Aid/CPR Certification at the time of appointment and during tenure of employment as an Urban Park Ranger Manager.
Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment if required by work assignment.
