General Definition
- This is technical photographic work at the full performance level. The employee is responsible for working with Photoshop or other photographic computer programs to improve or create photographs of a non-arrest nature such as presentations and graduations; shooting, developing and printing still photographs of prisoners, injured police officers and civilians, and other evidence for identification and court exhibits in black and white and color. A portion of the work may involve contact with prisoners. Employees work on a rotating shift. The employee is supervised by a technical superior.
Typical Examples Of Work (Illustrative Only)
- Reviews photographs of prisoners for quality control purposes; accepts or rejects photographs of prisoners according to departmental standards; and, notifies departmental staff of need for photo retake, if necessary; shoots still color photographs of prisoners who have been arrested by police; uses a 35mm camera or digital camera to take photographs; downloads images from digital cameras to computer, and retrieves those images.
- Acts at the first level technical support for remote operators of image capture mugshot system; notifies vendors about technical problems.
- Photographs evidence, injured police and civilians; adjusts aperture, shutter speed, bellows, and lighting; enlarges, and prints photographs; prepares court exhibits; testifies in court as an expert witness.
- Takes photographs during special public relations events; may photograph city officials, visitors, private citizens and police officers; enlarges, prints and mounts them; enhances photographs by intensifying, cropping and other retouching techniques.
- Determines composition of pictures to be taken on subject matter to be photographed and intended manner of presentation; positions person in poses, selects proper settings, selects and uses appropriate filters and lenses.
- Uses a digital camera to take identification photographs of Police Department employees; maintains files for these photographs.
- Makes color enlargements; performs minor repairs of photographic, developing, and printing equipment; performs routine cleaning and maintenance of that equipment
- Performs related work as required.

Minimum Acceptable Training And Experience
(The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 2/11.)
Education
- Education equivalent to completion of the twelfth school grade. AND
- A minimum of six (6) credits of coursework which includes basic photography and/or digital photography AND
General Experience
- Two years of experience in technical photographic work involving the printing and enlarging of photographs.
OR
- Any equivalent combination of training and experience determined acceptable by the Office of Human Resources.
Physical And Medical Requirements
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
Licenses, Registrations And/Or Certificates
- Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of appointment as a Police Photographer.
