This is supervisory industrial electrical work directing electricians and helpers engaged in alteration, installation, maintenance and repair of electrical switchgear, equipment and fixtures. A significant aspect of the work is directing on-going maintenance and repair of high voltage primary distribution equipment. Work in the Airport requires the application of Federal Aviation Administration (FAA) regulations to repair and maintenance of electrical equipment used to guide commercial aircraft and by hazards inherent in an airport environment. Employees in the Water Department require the application of safety standards to repair and maintenance of electrical equipment in a water processing plant which is operated/controlled by digital and/or electronic instrumentation. Ensuring that work assignments are carried out in accordance with applicable regulations and standard trade practices is significant to the work. Work involves conditions which can only partially be controlled and includes light physical effort. Employees are supervised by a maintenance supervisor.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)Plans and assigns work for a group of electricians and helpers engaged in the alteration, installation, maintenance, and repair of electrical equipment and fixtures; provides technical advice or instructions necessary to expedite and complete work; receives reports of work performed, problems encountered, and supplies expended.
Tours work sites to observe work in progress and completed to determine that it is in accordance with approved plans and regulations and standards; assures that proper electrical regulations and safety standards are observed.
Reviews plans for contracted electrical alterations to determine compatibility with existing systems; makes recommendations concerning electrical matters during contractors' meetings.
Receives and reviews requests for electrical work from supervisors and prepares cost, time and material estimates for projected jobs; prepares requisitions for parts and supplies used in regular maintenance and repair programs; maintains an inventory of supplies on hand.
Establishes and enforces preventive maintenance schedules for electrical equipment; prepares activity reports either by notations on work requests or by submitting periodic summaries itemizing activities performed and status of supplies.
Trains subordinate electricians and helpers in all aspects of work in the maintenance and repair of electrical equipment.
Performs full performance electrical work as job needs require.
Performs related work as required.
Equivalent to the completion of the twelfth school grade.
ANDFour years of experience in the electrical trade at the full performance level in the installation or repair of electrical systems utilizing switchgear and relays powered by at least 440 volts.
ANDTwo years of experience performing such work on high voltage primary distribution equipment of at least 13.2 KV in a large industrial plant facility.
ORAny equivalent combination of education and experience determined to be acceptable by the Office of Human Resources that has included the specific experience described above.
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATESPossession of a valid proper class motor vehicle operator's license as issued by the Common¬wealth of Pennsylvania prior to appointment and during tenure of appointment as an Industrial Electrician Group Leader 1 if required by work assignment.
Possession of a valid electrical contractor’s license issued by the Philadelphia Department of Licenses & Inspections at the time of appointment, if required by work assignment.
