SLUDGE PROGRAM PLANT MAINTENANCE SUPERVISOR
GENERAL DEFINITION
This is sludge processing equipment maintenance work directing plant maintenance activities through subordinate supervisors at the City's Sludge Processing and Distribution Center. The employee in this class plans, schedules and evaluates preventive maintenance and emergency repair work performed by trades, semi-skilled and laboring personnel. Work involves reviewing and modifying design plans for major contracted plant equipment construction and rehabilitation work. Coordination of maintenance activities with operations personnel is a significant aspect of the work. Work includes participation in the more difficult maintenance and repair work. Work is performed under the direction of an engineering superior.
ALLOCATING FACTORS: (The following conditions must be met in order for a position to be approved for this class.)
- The position must perform the work in the City's Sludge Processing and Distribution Center.
- The position must direct plant maintenance activities through Electrical and Utility Operations Maintenance Group Leaders and Instrumentation Services and Laborer Crew Chiefs.
- The position must report to a Sanitary Engineer IV (Plant Manager).
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Plans, assigns, prioritizes and directs, through subordinate supervisors, the work of trades, semi-skilled and laboring personnel engaged in maintaining, repairing, calibrating and inspecting sludge processing equipment such as, hydraulically, electrically, electronically powered dewatering, mixing, receiving, feeding and conveyor systems, microprocessors, pumps and pipelines, blowers, centrifuges and HVAC equipment; determines maintenance skills required by tasks and assigns appropriate maintenance personnel; explains assignments to subordinates, occasionally using blueprints, diagrams and schematics; directs building and grounds maintenance activities through a subordinate laborer crew chief.
- Establishes procedures for corrective and preventive maintenance performed on equipment; develops and implements a safety program for maintenance personnel; conducts periodic meetings to update employees on new procedures; trains new employees in maintenance, repair, and safety procedures.
- Tours work sites to observe the progress of maintenance and repair activity; reviews work in progress and upon completion for conformance with instructions, work standards, safety and efficiency; observes overall effectiveness of corrective and preventive maintenance plans; makes recommendations to improve efficiency.
- Participates in the more difficult maintenance and repair work; confers with the operations supervisor to determine when maintenance can be performed without disruption of operations; reviews specifications and manuals for each piece of operations equipment to determine when maintenance will be required; develops a preventive maintenance schedule and maintains a computerized maintenance schedule and equipment repair history; participates in the repair and testing of plant equipment; prepares working sketches for new parts or modifications to existing equipment.
- Determines projected equipment usage and annual plant maintenance costs by calculating the number of dollars spent per hour of operation; maintains the resulting data in computerized records; confers with supervisor, manufacturing consultants and staff engineers during emergency equipment breakdowns and non-routine maintenance problems; implements maintenance and repair resolutions as instructed.
- Prepares daily maintenance activity reports for supervisory review; oversees requirements contracts scheduled equipment maintenance and services and approves payment; maintains an inventory of spare parts and appropriate stock levels; oversees requisitioning, receiving, storage and distribution of spare parts; prepares budget estimates for supervisory review; maintains computerized plant maintenance schedules and histories.

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- the methods, practices, materials and tools used in testing, repairing and maintaining electrically and hydraulically activated heavy industrial machinery used in sludge processing plants, such as feeding and mixing mechanisms, belt, screw and drag conveyor systems, centrifuges, aeration equipment, pumps, blowers, pipelines and high capacity screening systems.
- the occupational hazards and safety precautions involved in heavy industrial, electrical and mechanical plant maintenance work.
- the electrical trade and principles and theories of electricity and ordinances and regulations governing electrical installation.
- the methods, practices and techniques used in the maintenance and repair of digital and analog electronically activated microprocessing equipment.
- the use and operation of sludge processing plant equipment.
- supervisory methods and techniques.
- computer application and program modification as they relate to the maintenance and revision to computerized records of plant maintenance activities.
- inventory maintenance and control principles.
SKILL IN:
- the care and use of the tools and equipment used in the testing, repair and maintenance of plant equipment.

- detect and analyze defects in heavy mechanical equipment and to make time and material estimates for repair and maintenance.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 7/91.)
EDUCATION:
- Equivalent to completion of the twelfth school grade.
AND
GENERAL EXPERIENCE:
- Four years of experience in the electrical trade or in the repair, maintenance and calibration of electrically, hydraulically, pneumatically and electronically activated recording, regulating and controlling instrumentation or in the maintenance and repair of heavy industrial machinery, instrumentation or mechanical equipment.
AND
SPECIFIC EXPERIENCE:
- Two years of experience supervising full performance trades workers engaged in the above-mentioned activities.
Or any equivalent combination of education and experience determined to be acceptable by the Personnel Department that has included the specific experience described above.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
- Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to and during tenure of employment as a Sludge Program Plant Maintenance Supervisor.
