This is administrative utility maintenance and/or operations work at the managerial level directing all maintenance and/or operations functions for a water pollution control plant, water treatment plant or a department-wide building maintenance and construction program. Employees in this class direct, through subordinate supervisors, a large staff of trades and/or operations personnel engaged in operating and/or maintaining and repairing all equipment, buildings and grounds in their assigned area of specialization. Work involves establishing and implementing plans and strategies regarding the direction, evaluation and staffing of water pollution control, water treatment plant or comprehensive departmental maintenance and/or operations programs and setting priorities to ensure operational and organizational efficiency. Establishing and maintaining effective working relationships with subordinate supervisors, departmental administrators and engineering staff are significant aspects of the work. Work is performed under the general direction of an engineering superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
1. These positions must direct all maintenance and/or operations activities for a large water pollution control plant, water treatment plant, or department-wide facilities maintenance program.
2. These positions must report to an engineering or administrative superior.
3. These positions must be located in the Water Department.

All Specialties
Directs, through subordinate supervisors, the operations and/or maintenance functions of a City water pollution control or treatment plant or departmental facilities maintenance program; manages the planning of plant or department-wide operations and/or maintenance activities with the objectives of securing optimal efficiency and cost effectiveness; monitors plant operations and/or maintenance activities to ensure their effective implementation, including at night and on weekends, if required by work assignment; prioritizes the preventive and corrective maintenance needs of plant equipment and physical structures; confers with subordinate supervisors in coordinating various functions and effecting job planning; ensures that work in progress and completed work are performed in adherence to established objectives; provides technical expertise and direction in complex and difficult situations; modifies plans as necessary.
Determines plant or department-wide contracted service needs for maintenance activities based on availability and work capacity of existing staff; balances workload of contractors and existing staff in an efficient and coordinated manner; establishes requirements for contracted maintenance and repair work and monitors adherence to such requirements; confers with contractors to discuss activity, progress and problems; ensures that contracted work is completed properly in conformance with requirements.
Reviews equipment maintenance repair histories and costs using a computer-based maintenance management system to determine repair, rebuild, overhaul and replacement needs; recommends to superior the rehabilitation and/or installation of equipment in accordance with findings.
Directs the maintenance of adequate inventory necessary to accomplish tasks; requests the purchase of equipment, materials and supplies for projects; ensures the availability of reserve equipment in the event of operations equipment failure; ensures that expenditures do not exceed budgetary allotments; coordinates material procurement requirements with departmental administrative officials.
Projects future maintenance resource requirements; prepares annual budgetary requests based on estimated projections; justifies projections to superior.
Manages a computerized information system; ensures the effective utilization of the system to control backlog and coordinate operations; assures the system's information is continually adapted in accordance with plant activities; contacts servicing vendor to correct problems with complex computerized hardware and systems and applications software; evaluates processing or operational problems and determines proper corrective measures.
Works towards the resolution of labor problems; receives and reviews employee grievances and confers with union officials to discuss corrective measures; attends disciplinary hearings and determines final course of action.
Develops and implements organizational plans in maintaining adequate levels of qualified employees; determines appropriate productivity standards for subordinate employees and measures staff performance accordingly; ensures and participates in the training of subordinates in new and innovative methods and techniques and in response to regulatory requirements.
Performs related work as required.
Directs the application of a comprehensive corrective and preventive maintenance program, including the maintenance and repair of water pollution control plant process equipment, facilities and grounds; prepares five-year renewal and replacement maintenance program estimates.
Participates in water quality studies; designs and configures process loop sequences for analog and digital electronically automated instrumentation operations and program process loop sequences in the main computer to system interface field instrumentation process operations with computer system; ensures all monitoring, controlling and regulating activities are recorded during assigned shifts.
Manages department-wide service and materials and fire safety contracts; monitors and ensures contractor compliance; directs activities of machine shop engaged in metal fabricating and repair; oversees renovations to Water Department buildings and facilities; directs around the clock security program; serves as technical advisor to administrative superior in matters concerning building maintenance and construction.

EDUCATION:
Equivalent to completion of the twelfth school grade.
GENERAL EXPERIENCE:
Pollution Control Plant Specialty
Two years of experience in the supervision of full performance level maintenance staff.
Four years of experience in the electrical trade, or in water treatment operations, or in the repair, maintenance and calibration of electrically, hydraulically, pneumatically and electronically activated instrumentation, or in the maintenance and repair of heavy industrial machinery and mechanical equipment.
Four years of experience in the trades commonly used in the maintenance, repair and upkeep of public buildings and facilities.
SPECIFIC EXPERIENCE:
Three years of the above-described experience in a second-level supervisory capacity in industrial maintenance, supervising a staff of electrical, electronic and instrumentation, or mechanical, or HVAC and building and grounds trades workers and performing corrective, preventative and predictive maintenance programs and plant parts inventory.
Three years of experience supervising full performance trades workers engaged in the maintenance and repair of water treatment plant equipment and/or instrumentation, or six years of experience supervising water treatment plant operators, or three years of experience in a second-level supervisory capacity in industrial maintenance, supervising a staff of electrical, electronic and instrumentation, or mechanical trades workers and performing corrective, preventative and predictive maintenance programs and plant parts inventory.
Three years of experience at or above the second supervisory level directing trades supervisors, skilled, semi-skilled and full performance trades workers in performing a variety of building and grounds maintenance and repair functions for departmental facilities maintenance program.
OR
Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources that has included the specific experience described above.
NOTE: Completion of two years' technical school in a related field may be substituted for one year of the general experience requirement for the Treatment Plant specialty.
Possession of a valid class B level or above Sewage Treatment Plant or Waterworks Operator license issued by the Commonwealth of Pennsylvania Department of Environmental Protection may substitute for two years of the general experience requirement for the Pollution Control Plant specialty or the Treatment Plant specialty.
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Water Plant Superintendent.
