                             HVAC MECHANIC GROUP LEADER

(Refrigeration and Heating)

(Utility)

 

GENERAL DEFINITION

 

          This is supervisory mechanical work in the maintenance, repair and operation of heating, ventilation, air conditioning and/or refrigeration systems and components.

          An employee in this class supervises the activities of a group of mechanics engaged in a variety of tasks associated with the maintenance of facility climate control equipment.  Employees in the refrigeration and heating specialty supervise the servicing of air conditioning, refrigeration, ventilation and heating systems and related equipment while those in the utility specialty supervise the maintenance of HVAC and related primary and peripheral utility components.  Planning, assigning and reviewing subordinates’ maintenance and repair work to ensure the proper operation of assigned equipment are significant aspects of the work.  Work involves exposure to disagreeable environmental conditions and moderate physical effort.  Work is performed under the supervision of an administrative or maintenance superior.

 

ALLOCATING FACTORS    (The following conditions must be met for a position to be allocated to this class.)

 

•         The position must plan, assign and review the work of skilled HVAC mechanics in maintenance and repair work.

•         The position must supervise a minimum of three subordinate HVAC mechanics.

BOTH SPECIALTIES

 

          Establishes work schedules in the routine inspection and maintenance of heating, ventilation, air conditioning and/or refrigeration equipment to prevent component breakdowns; receives requests for corrective and emergency repair work on HVAC and/or refrigeration components; prioritizes and coordinates maintenance and repair work in an efficient and coordinated manner; reviews work in progress and completed to ensure proper performance and timely completion of tasks; points out problems and discrepancies in work, and instructs subordinates on corrective measures; confers with higher level maintenance and operational personnel in the coordination of maintenance and repair work to deter the disruption of operations.

          Supervises the monitoring and regulation of equipment operations to ensure the maintenance of adequate temperature levels in facilities; sets commands and sequences computerized controls to adjust and stabilize temperatures; instructs subordinate personnel in the utilization of computer applications to input automated temperature commands; ensures the manual operation of assigned equipment by adjusting, monitoring and controlling instrumentation when necessary; maintains and generates records of daily equipment operations and equipment logs.

          Estimates and makes recommendations on purchasing the equipment, tool and material needs of the staff; prepares specifications for materials, supplies and equipment; monitors services and supply contracts to ensure vendors' adherence to contract specifications and that expenditures do not exceed budgetary allotments; confers with vendors to resolve problems relating to the acquisition of needed services, parts and supplies; prepares and approves purchase requisitions for all materials, services and supplies not obtainable through requirements contracts.

          Trains employees in the standard practices, procedures, tools and equipment utilized in the trade; participates in maintenance/skills training programs; approves leave and overtime; recommends disciplinary actions and attends disciplinary hearings; confers with union officials to resolve employee problems; maintains records of staff maintenance and repair activities, rates subordinates' performance.

          Directs employees performing maintenance and repair work on all types of heating, ventilation and air conditioning and refrigeration equipment related to both specialty areas as assigned.

          Plans, assigns and reviews the work of stationary engineers engaged in the operation of HVAC machinery; supervises the application of a chemical treatment program to prevent the corrosion of water filled systems; supervises the servicing of domestic hot and cold water systems.

          Performs related work as required.

 

REFRIGERATION AND HEATING SPECIALTY

 

          Assigns work to skilled mechanics in the maintenance, repair and installation of all types of cooling and heating equipment and related appurtenances including, but not limited to, air conditioners, refrigerators, freezers, water coolers and ice machines, condensers, and large boilers, pumps, chillers, motor air handlers, generators and compressors; plans, assigns and reviews the work of skilled mechanics performing corrective and preventive maintenance on ventilation systems and related components.

 

UTILITY SPECIALTY

 

          Assigns work to skilled mechanics maintaining HVAC primary and peripheral utility components that generate and/or distribute heat, air conditioning, steam, hot and cold water, electricity, gas and compressed air, such as, but not limited to, air conditioning components, boilers, pumps, motors, chillers, compressors and hot water generators; supervises the servicing of related facility utility equipment.

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

 

KNOWLEDGE OF:

 

REFRIGERATION AND HEATING SPECIALTY

 

•         the methods, materials, tools and equipment used in the maintenance, repair, installation and operation of air conditioning, refrigeration, heating and ventilation systems and their related equipment and components, such as compressors, pumps, boilers, air conditioners, freezers, ice machines, motors, chillers, air handlers and condensers

 

UTILITY SPECIALTY

 

•         the methods, materials, tools and equipment used in the maintenance, repair and operation of HVAC primary and peripheral utility equipment, such as air conditioning components, boilers, pumps, compressors, chillers, motors and hot water generators

 

BOTH SPECIALTIES

 

•         the hazards and safety precautions involved in the operation, maintenance and repair of heating, ventilation and air conditioning and refrigeration equipment in the designated specialty area

•         the principles and theory of electricity and the methods, materials, and tools used in maintaining, repairing and installing electrical components of HVAC and refrigeration equipment in the designated specialty area

•         the methods, materials, tools and equipment used in maintaining, repairing and installing hydraulic and pneumatic components of HVAC and refrigeration equipment in the designated specialty area

•         the principles of the distribution and control of air and water

•         the utilization of computerized applications to monitor and regulate HVAC and refrigeration equipment operations

•         applied chemical and water treatment and testing procedures necessary to maintain non‑corrosive systems

 

SKILL IN:

 

•         maintaining and repairing heating, ventilating, air conditioning and refrigeration systems and components in the area specialization

•         the use and care of tools and equipment used in the maintenance and repair of HVAC and/or refrigeration equipment in the area of specialization

 

ABILITY TO:

 

•         plan, assign and review the work of skilled mechanics and operations personnel engaged in the maintenance, and repair and operation of HVAC and refrigeration equipment

•         make estimates of time, materials and costs

•         prepare and keep labor, parts and related records

•         read and interpret meter indications of amperage, voltage, pressure, rate of flow, temperature and other qualities

•         read and interpret schematics and diagrams for HVAC and refrigeration equipment

•         erect and work from ladders and scaffolding

•         communicate ideas effectively, both orally and in writing

•         establish and maintain effective working relationships with associates

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE  (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 12/13.)

 

CERTIFICATION

 

          Possession of an Environmental Protection Agency (EPA) approved Universal Technician Certificate for the proper handling of CFCs

 

AND

EDUCATION:

 

          Equivalent to the twelfth school grade.

 

AND

GENERAL EXPERIENCE:

 

REFRIGERATION AND HEATING SPECIALTY

 

          Four years of experience in the maintenance, and repair of air conditioning, refrigeration, ventilation and heating systems and related equipment as a helper or apprentice.

 

AND

SPECIFIC EXPERIENCE:

 

          Two years of experience in the maintenance and repair of air conditioning, refrigeration ventilation and heating systems and related equipment as a skilled mechanic.

 

UTILITY SPECIALTY

 

AND

GENERAL EXPERIENCE:

 

          Four years of experience in maintaining and repairing a variety of HVAC primary and peripheral utility equipment generating and/or distributing heat, air conditioning, steam, hot and cold water, electricity, gas and compressed air as a helper or apprentice.

 

AND

SPECIFIC EXPERIENCE:

 

          Two years of experience maintaining, repairing and operating a variety of HVAC primary and peripheral utility equipment generating and/or distributing heat, air conditioning, steam, hot and cold water, electricity, gas and compressed air as a skilled mechanic.

 

BOTH SPECIALTIES

 

OR

 

          Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources that has included the specific experience in the area of specialization.

 

NOTE:          Training in a post high school approved HVAC or AC trade school curriculum for a minimum of six months up to a maximum of one year can be equated on a month by month basis for the general experience requirement.

 

PHYSICAL AND MEDICAL REQUIREMENTS

 

          Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

 

LICENSES, REGISTRATIONS AND/OR CERTIFICATES

 

          Possession of an Environmental Protection Agency (EPA) approved Universal Technician Certificate for the proper handling of CFCs at the time of application and during tenure of employment for employees hired after December 13, 2013    

          Possession of a grade "A" Steam Boiler, Stationary and Refrigeration Engineer license or a grade "B" Refrigeration Engineer license issued by the Philadelphia Department of Licenses and Inspections if required by work assignment.

          Possession of a valid proper class motor vehicle operator's license issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as HVAC Mechanic Group Leader, if required by work assignment.

          Employees are required obtain any license or certification by federal, state, or municipal mandate if required by work assignment.
