GENERAL DEFINITION
This is limited scope trades work in electrical, mechanical, instrumentation or HVAC maintenance. Employees in this class utilize developing knowledge and skills necessary for advancement in a trades occupation within their assigned specialty area while performing maintenance and repair work under the guidance of higher level trades workers. Assignments expand in complexity as employee's apprenticeship progresses. Satisfactory completion of academic program and achievement of required minimum proficiencies at designated intervals in the apprenticeship program is expected to maintain appointment to this class. Work includes some disagreeable aspects and requires physical exertion. Work is performed under the direction of a technical superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
- Positions in this class must participate in a structured City-sponsored Water Department’s utility apprenticeship program in one of the trades specialties indicated above, which has included structured, on-the-job training.
- Positions must fulfill all competency requirements in the apprenticeship program in order to promote beyond this level.

ELECTRICAL SPECIALTY
- Performs or participates with a full performance level trades worker in breaking components down and repairing or replacing worn or damaged parts and in rebuilding or replacing components.
- Inspects or assists in the inspection of switch gears, transformers, relays, motors and electrical control equipment for proper functioning using ammeters, voltmeters, megger and other testing devices; locates or assists in the location of non- or malfunctioning components; shuts line down or switches to standby lines; disconnects unit.
- Lays out, assembles, installs and tests electrical apparatus and wiring for power and lighting; uses hydraulic and manual equipment to shape conduits to contour of simple surfaces; connects wiring to switches, controls and circuit breakers.
- Inspects a variety of electrical appliances such as sterilizers, heaters, fans, circulatory pumps and washers for operating efficiency; disconnects, disassembles, cleans and repairs or replaces worn or damaged parts.
MECHANICAL SPECIALTY
- Performs or assists a full performance level trades worker in assembling, cleaning, adjusting, lubricating, maintaining and repair assignments in facilities such as pumping stations, treatment plants, and large buildings.
- Inspects a variety of mechanical equipment; lubricates moving parts; replaces sprockets, loose belts and shear pins; disconnects, disassembles, cleans and replaces worn parts of a variety of mechanical equipment such as digesters, sludge pumps and conveyors, water pumps and valves, air handling units, related duct work and vents.
- Operates such plant equipment as air conditioners and low-pressure boilers by adjusting control valves and recording temperatures and pressures
- Performs routine welding tasks in connection with regular maintenance mechanic work
INSTRUMENTATION SPECIALTY
- Performs or assists a full performance level trades worker in the preventive maintenance of analog and digital electronic and hydraulic instrumentation; works with distributed control units or multiprocessors, which includes but is not limited to cleaning, flushing, adjusting and lubricating these devices.
- Calibrates digital, analog, pneumatic, electric and hydraulic instrumentation according to factory specifications; performs algebraic computations determining range of functions and correct correspondence with outputs and processes; sets up input, type of signals, and outputs.
- Inspects, adjusts, troubleshoots, and repairs digital and analog electronically, pneumatically, electrically, and hydraulically activated meters, gauges, and other recording, regulating and controlling instruments; assists higher level technicians in more complex repairs; uses a variety of testing devices to diagnose and repair instrumentation, including manometers, timers, potentiometers, magmeters, multimeters, current loop generators, pressure gauges, digital and frequency counters.
HVAC SPECIALTY
- Performs or assists a full performance level trades worker in touring of buildings and facility areas and regularly inspects heating, ventilation, air conditioning and/or refrigeration equipment; performs a variety of preventive maintenance on equipment according to a prescribed schedule, including but not limited to replacing oil, belts, filters and fans, lubricating mechanical components, cleaning systems and calibrating controls; detects and diagnoses equipment malfunctions and performs corrective repairs; tests repaired equipment for proper operating performance; monitors and regulates equipment operations as necessary.
- Repairs, calibrates and installs pneumatic and electronic controls, motorized valves, and related equipment; adjusts and replaces sensors, meters, gauges and other instrumentation, including components of computerized systems; removes and replaces wiring; runs conduit and connects power lines to breakers.
- Repairs and replaces piping and valves used in the distribution of steam, water, air and gas; cuts and threads piping; welds, solders and brazes line connections, tubing and various fittings; services domestic hot and cold water systems and components.
- Operates various heating, ventilation and air conditioning equipment by monitoring and adjusting valves, switches, electrical controls and related appurtenances; utilizes computer input commands to adjust automated temperature controls as needed.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 05/07.)
EDUCATION
- Education equivalent to completion of the twelfth school grade.
AND
EXPERIENCE
- One year of experience as a Utility Maintenance Apprentice 1.
OR
Any equivalent combination of education and experience which has been determined to be acceptable to the Personnel Department
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
- Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Utility Maintenance Apprentice 2, if required by work assignment
