SLUDGE PROGRAM PLANT OPERATIONS SUPERVISOR
GENERAL DEFINITION
This is second level supervisory sludge processing work directing all operational activities of the sludge processing and disposal program at the City's sludge management plant. The employee in this class directs, monitors and plans the work of plant personnel to meet sludge processing production and disposal goals. Supervision through subordinate group leaders and contact with department officials and the general public are significant aspects of the work.
Work involves some disagreeable aspects and is performed under the supervision of an administrative superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be approved for this class.)
- The position must be located at the City's Sludge Processing and Distribution Center.
- The position must supervise all of the operational composting activities of the facility.
- Only one position will be allocated to this class.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Plans, assigns and directs through subordinate group leaders, sludge processing operations and minor equipment maintenance and adjustment activities performed by City and contracted personnel; evaluates personnel and equipment needs for sludge processing program; inspects site operations to evaluate the effectiveness of sludge operations; establishes work policies and procedures to improve operations and meet sludge production goals; makes daily tours to the sludge processing facility to determine status of operational activities.
- Makes equipment and personnel assignments to coordinate the transport of processed sludge with other processing units; plans and implements programs and procedures to improve operational efficiency and reduce the unit cost of sludge composting and loading for utilization; trains new supervisory employees; recommends employee disciplinary action as required.
- Receives instructions concerning totals of required specific mixes of sludge; schedules work of employees to meet sludge processing requirements; alters work schedules to meet sludge mixing and production deadlines; approves rentals for temporary replacement of sludge processing equipment; compiles and approves orders for diesel fuel; reviews and approves orders for wood chips, aeration pipes and other supplies used in the dewatering, mixing, composting and screening of sludge products; evaluates computerized equipment breakdowns to determine causes.
- Advises private contractors who use a large amount of sludge products on the availability of those products and their use.
- Prepares reports on program activities and related matters such as sludge processed and disposed of, equipment down-time, preventive maintenance activities, overtime, employee injuries and vehicle accidents; directs maintenance of records pertaining to these and other activities; prepares special and annual operations reports concerning work hours utilized. Tons dewatered, screened and utilized; prepares preliminary operating budget for supervisory review.

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- the tools, equipment, materials, and supplies used in general laboring and equipment operations.
- occupational hazards present and safety precautions used in laboring and all phases of sludge processing operations.
- the methods and practices used in laboring operations.
- the practices, methods and processes of sludge mixing, composting and screening.
- supervisory methods and practices.
ABILITY TO:
- supervise and direct, through subordinate supervisors, the activities of labor, trades and contracted personnel required in meeting sludge processing disposal schedules.
- estimate the materials, supplies, tools, equipment and workforce needed to complete assigned sludge processing tasks.
- maintain effective working relationships with program personnel, other department supervisors, private contractors and the general public.
- prepare preliminary budget estimates for supervisory review.
- prepare reports and present information, both orally and in writing.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 7/93.)
EDUCATION:
- Education equivalent to completion of the twelfth school grade.
AND
GENERAL EXPERIENCE:
- Four years of general laboring or equipment operation experience.
AND
SPECIFIC EXPERIENCE:
- Two years of supervising sludge processing operations.
Or any equivalent combination of education and experience determined to be acceptable by the Personnel Department that has included the specific experience described above.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
- Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as the Sludge Program Plant Operations Supervisor if required by the work assignments.
